Job Description

Under the supervision of the SI Project Director, the Senior Monitoring and Evaluation (M&E) Advisor will be responsible for the planning and implementation of M&E activities required for the success of the Strategic Information (SI) project. S/he will develop necessary M&E tools, continuously collect, compile, and document the interventions (inputs, process/ activities) as well as performance of the project and prepare weekly, monthly, quarterly, and annual project monitoring and reporting including preparation of Evaluation and Performance Measurement Plan (EPMP) and Performance Progress and Monitoring Report (PPMR).

Major Duties and Responsibilities

  • The Senior M&E Advisor will be responsible for the following activities:

  • Together with the project team members, develop or revise M&E framework, data collection tools/reporting formats and data management systems for effective collection, storage and use of data.

  • Coordinate with project team members to test and refine M&E framework, M&E data collection tools/reporting formats and M&E data management systems

  • Provide technical oversight and guidance in planning and implementation of all kinds of SI project M&E activities while ensuring quality of deliverables through partnership and direct implementation.

  • Provide leadership, thoughtful analysis, and technical support to the monitoring and evaluation needs of SI Project by ensuring that monitoring systems are operating effectively and that reliable process, outcome and impact indicators are established, collected, and analyzed periodically to support management compliance and reporting responsibilities.

  • Develop and implement standard operating procedures for M&E data collection, management and reporting

  • Work with the project team members to define processes for M&E data collection, review, reporting, and management

  • Train project staff working at sub national level on M&E frameworks and M&E data collection/reporting tools

  • Continuously collect, compile, and document the project interventions process as well as the short and long term outcome.

  • Compile and analyze data for performance monitoring and evaluation to allow the project team to have a good overview of progress of the project.

  • Develop and maintain a system for archiving M&E frameworks, tools, data files, analysis files, reports and presentations for each major activity undertaken.

  •  Ensure that all information required are collected and ready for the periodical preparation of quarterly, semiannual and annual progress report of the project.

  • Contribute to the preparation of project’s implementation work plans and quarterly and annual reports of the project.

  •  Actively participate in the continuous collection, documentation and disseminating of project successes, best practices, lessons learned and challenges. 

  • Promote and support data use and dissemination of project information among project staff.

  • Together with the project team members, conduct periodical M&E data quality assessment and provide technical assistance to the project staff (at sub national level) to make sure that quality M&E data is collected to inform decision making of the project management process.

  • Together with the project team members, prepare project evaluation question, develop evaluation protocol/plan and data collection tools, lead data collection process, data analysis and preparation of evaluation reports.

  • Support the project team on ongoing data quality assurance activities of the health system and use of data among health professionals for decision making process.

  •  Perform any other duties as assigned by the immediate supervisor.

Job Requirements

  •  A master’s degree in M&E, Health informatics, Public Health, or Statistics or related fields from a recognized University

  • 10 years of work experience in public health projects.

  • Extensive experience in M&E and health information management system

  • Excellent analytical, oral and report- writing skills

  • Computer literacy, particularly in the use of SPSS and MS Word, PowerPoint, Excel and Access

Individuals with the following experience will have an added advantage.

  • Working on M&E of HIV prevention, care and treatment program

  •  Working with Ministry of Health/ Regional Health Bureaus
