The bilateral projects in Ethiopia support the Government to strengthen the country’s health programs by optimizing national health systems, digitizing the entire health system, working with the primary health care network to ensure the highest quality of care is offered to all Ethiopians, inevitably to improve quality and equity of health service delivery, nationally. The projects focus on an array of health system strengthening work: from digitizing community health worker portfolio, health information system improvement, supply chain enhancement, and improved maternal and child health systems. These projects are in various stages of implementation. DHA is more than halfway through its five-year journey; eCHIS and IPHCSD are within their first two years, QHA has only just begun. But all have various needs in their visual identity. Professional photographs of DHA do not exist; eCHIS and IPHCSD have wonderful photos taken under the old project (L10K) that are overused and under-representing the work of the two projects; QHA is getting off the ground with specific asks from donor to be a highly visible project. 

Additionally, JSI has implemented an extensive immunization portfolio with USAID, Gavi, WHO and other funders in Ethiopia. Past and current projects have worked to strengthen routine immunization service and immunization supply chains, as well as support the introduction of new vaccines including measles second dose and COVID-19. The programs are well documented and many photos exist, however like other JSI programs the photos are overused and many do not meet the new child safeguarding requirements of written consent. JSI needs photos to document and demonstrate our impact on immunization nationally. 

Across all,  there is a need to document this work professionally to share with stakeholders, including the U.S. government, the government of Ethiopia, and other international donors.

Purpose and objectives of the consultancy/TA provision:

JSI is seeking an individual who can provide professional photography and videography to visually document the health systems strengthening and capacity building work of these projects at community levels.

The professional photographer/videographer will visit several project sites (3 to 4 regions) per project. The individual will be accompanied by Communication Leads of each project and a technical staff member from the respective zonal office in order to ensure the desired visuals are captured. The purpose of this consultancy is primarily photography, however, the assignment also includes capturing a few short videos, alongside capturing the photos during the same dedicated timeframe of up to 10 days per project. 

Photography: Photos will need to capture people who have benefited from the project, including community workers (HEWs) working with women and children, health service delivery photos, health service location and infrastructure innovations and improvements, community-level use of digital tools; supply chain coordinators using eLMIS, triage-level use of EMR, trainings and meetings where staff are onboarded to revised work portfolio etc. A specific shot list will be provided.  

Videography:

Videography will need to capture people who have benefited from the projects speaking about their experiences. The videos will need to place the human experience within a larger context of what the projects are working to achieve in terms of helping Ethiopia in achieving digital health milestones and MCH equity access. We would like to have 3-5 short videos, per project, not longer than one or two minutes each. 

The photos and videos will need to visually portray personal interactions in a compelling, engaging, and artistic way – keeping in mind the sensitivity and confidentiality of clients and especially children (need informed consent of capturing photos/videos of all).

The field visits will take place throughout the period of performance of this consultancy and the projects will work with the consultant to determine appropriate timeframes for travel. The first field visit will ideally take place November 5 - 15th. During one field visit, the consultant will likely visit various sites/locations for one or more of the JSI projects. It is at the discretion of JSI and the individual projects if the LOE needs to be increased over the life of the consultancy.

Job Requirements

Graduate diploma or higher in Video editing, photography, filming. Good language skill in English Amharic. Minimum 5 years’ experience in video production. Experience working with Development organizations would be an asset.
