Job Purpose

The GBV AOR Co-Lead will work closely with the GBV AOR Coordinator (UNFPA) to oversee GBV prevention and response coordination efforts and to represent GBV AOR members to the wider humanitarian community.The GBV AOR Co-Lead is responsible for co-leadership of the national GBV AOR, under the umbrella of the Protection Cluster. The GBV AOR leads inter-agency efforts to strengthen GBV prevention and response interventions and ensure that the rights and needs of women and girls are prioritized within humanitarian response plans.The Gender-Based Violence (GBV) AOR is a coordination group under the Protection Cluster to coordinate GBV prevention and response activities for the humanitarian response in Ethiopia, focusing on the northern conflict areas.

Main Responsibilities

Coordination

·        Co-facilitate Ethiopia GBV AOR meetings in partnership with UNFPA and regularly support local-level GBV working groups.

·        Work with relevant government authorities and agencies to ensure appropriate coordination and timely information sharing to implement GBV-related policies and programs.

·        Coordinate with other clusters to mainstream and integrate GBV concerns across the humanitarian response in Ethiopia, including needs assessments, program planning, implementation, monitoring and evaluation.

Standard Setting and Capacity Building

·        Promote adherence to standards, including the IAAOR Guidelines and WHO Recommendations, and promote a survivor-centered approach to response.

·        Support the development, implementation, and monitoring of Standard Operating Procedures (SOPs) and referral pathways for all actors involved in GBV response.

·        Support AOR members to identify good practices, tools, and resources for GBV interventions.

Strategic Planning

·        Lead or coordinate service mappings and assessments as needed.

·        Collect and analyze information from AOR members and other relevant sources.

·        Identify both immediate and longer-term recommended actions to improve response to GBV and to prevent further incidents of GBV

·        Contribute to humanitarian response plans and develop GBV-specific plans as appropriate.

·        Ensure gender-sensitive programming and promote gender equality and that the needs, contributions and capacities of women and girls as well as men and boys are addressed.

·        Ensure integration of GBV issues in sectoral needs assessment, analysis, planning, monitoring, and response

Representation and Advocacy

·        In all actions, represent the collective membership of the GBV AOR

·        Share information on identified needs and recommendations of the GBV AOR with government partners, UN, other sector leads, donors, and others as relevant.

·        Coordinate with donors to mobilize funds to address identified gaps in GBV prevention and response.

Security and Conduct

·        Ensure compliance with security protocols and policies.

·        Consider security implications of proposed GBV prevention and response initiatives and consult with relevant stakeholders.

·        Foster a safe and supportive environment for coordination among GBV AOR members.

Job Requirements

Qualifications

Advanced/master’s degree in social work or other social sciences, public health, international relations, international law, human rights or related field

Experience

·        Minimum of 15 (Fifteen) years of experience in humanitarian field

·        Minimum of eight years’ experience in direct GBV program design and implementation, including at least one year of international, humanitarian experience, and UN experience is highly desirable.

·        Previous experience chairing a GBV coordination group mandatory.

·        Five years of field experience, including NGO experience, humanitarian/emergency experience, and experience in GBV program management/GBV coordination. Experience designing and managing GBV programs in an NGO is highly recommended.

·        Familiarity with standards and guidelines for GBV programming, coordination, and data management
