Position: WASH Advisor
Duty Station: Addis Ababa
Duration of Contract: One year contract (Renewable with 60 days probation period)
Salary: As per the salary scale of the organization

Job Summary
The WASH Advisor is responsible for the overall technical backstopping of WASH related interventions of the ReFSA project. The position is also responsible for supporting the process of assessing funding opportunities and supporting technical proposals that reflect FH’s competitive advantage as per the respective donor’s rules and regulations. would align to existing FH technical guidance and contribute to the updating of any such a project and FH-wide resources (modules, manuals, policies…). Also he/she will work closely with the national WASH Specialist, the regional and global technical staff to ensure harmonization of approaches, etc.
Principal Responsibilities
Key Result Area # 1- Program Design
1. Actively follow WASH sector development trends, for maximum efficiency of the RFSA-PReSERVE project and effectiveness in program design, management and implementation.
2. Participate in strategic WASH program planning discussions. Participate in WASH Donor proposals, in cooperation with the national WASH Specialist ensuring alignment with FH Strategic Plan as well as government plans, priorities and the WASH SDGs
3. Advise the RFSA-PReSERVE leadership on possible funding opportunities in cooperation with the national WASH Specialist for FHE’s competitive advantages.
4. Actively work with the local project managers and the project chief of party/parties from WASH project design to delivery and post-delivery support.
5. Take a local lead in WASH needs assessment, design and proposals developments in consultation with the WASH Specialist in order to ensure sustainable funding sources for the organization to maintain FH’s strategy objective of growth and diversification of revenues.
6. Closely search and consult with the WASH Specialist for global, regional and national best practices, WASH adaptation measures that can be introduced to the ongoing project and through possible FH Interventions
Key Result #2- Planning, Design, implementation and reporting
1. Plans, coordinates and directs WASH activities of the project so as to ensure that activities are implemented in compliance with the approved targets and objectives;
2. Provide technical and operational support of the project WASH activities throughout all stages of programming processes and ensure integration, coherence and harmonization of WASH with other FH Interventions in all the woredas of the ReFSA project.
3. Prepare/update WASH operational guide, for the project which will be used by field level staff for the project implementation
4. closely work with IDE/partner and play leadership role on entire MBS(market based sanitation) process
5. plays integral role in management and construction of WASH infrastructures including maintenance of previous WASH infrastructures
6. introduces innovative and context specific water treatment approaches
7. closely works with health and nutrition program advisor on construction of child friendly play grounds
8. Monitor and support WASH project with regard to the planned project implementation schedule.
9. Closely follow up and play a technical leadership role in WASH project planning, monitoring and evaluation of the ReFSA project.
10. Guide and ensure the preparation of high quality project reports in consultation with WASH Specialist for WASH projects and timely submission to all appropriate stakeholders.
11. Prepare standard design documents for Water and Sanitation facilities;
12. Prepare appropriate bid documents, engineering cost estimations and TORs for various WASH-related construction activities;
13. Ensure sustainability of WASH interventions in collaboration with concerned stakeholders and partners.
14. Assess the capabilities and constraints faced by WASH stakeholders and provide proactive guidance and support on project planning and prioritization, WASH proposals design, technical backstopping etc.
15. Ensure implementation of basic guidelines and standards for WASH projects in consultation with the National WASH Specialist.
16. Research and adopt innovative practices in the WASH Sector in Consultation with the WASH Specialist.
17. Cooperate with other program staff to ensure good integration with other program areas in general and of sanitation and hygiene promotion in particular.
18. Prepare/update WASH operational guide, which will be used by field staff for program implementation;
Key Result #3- Monitoring & Learning
1. Work closely with the field level DME Unit in designing a monitoring tools for WASH interventions as per USAID requirements
2. Participate in evaluating periodic progress reports and provide feedbacks to ensure quality and consistency of reports;
3. Keep proper documentation of project periodic reports, note the project milestones, deliverables and other documents
4. Participate in mid-term and terminal evaluation of WASH interventions.
5. Represent FH Ethiopia in different Donor/ partner learning forums, Regional WASH Cluster meetings and disseminate learnings across the project intervention areas.
Key Result #4 – Capacity Building Activities
7. Identify observed capacity gaps of staff under the project areas and make necessary recommendations for improvement
8. Identify innovative and research based new technologies and work for its adoption to the program areas in consultation with the WASH Specialist.
9. Responsible for preparing training manuals and guidelines which will be used by different program staff and partners in planning, implementing, monitoring and evaluating WASH interventions;
10. Provides on job training and technical support to woreda level WASH staff;

⮚ Comfortable and persuasive when speaking before both large and small groups.
⮚ Ability to interact positively at all levels.
⮚ Demonstrated computer operating skills, including proficiency in Microsoft Office products, Google platform, basic Arc GIS data processing and virtual technologies.
⮚ Thorough understanding of development and/or missions.
Ability to work effectively under pressure
Experience
⮚ Six & above years of work experience with an International Non-Governmental Organization or other international organization in a relevant field, preferably at managerial level or equivalent combination of education and experience.
Education/Certifications
⮚ BSc/Master's Degree in Water Resource Engineering, Environmental health or other relevant fields.
Language
⮚ Proficiency in both spoken and written English; ability to read, analyzes, and interprets general business periodicals, professional journals, technical procedures, or government regulations. He/ She have the ability to write reports, business correspondence, and procedure manuals.
Distinguishing Competencies
⮚ Good at leadership, influencing and communication skills, and demonstrable capability in relationship building at all levels.
⮚ Technical Training qualifications required: WASH project/program Management-international certification has added value
