Organizational Context and Scope

Under the overall supervision of the Migrant Protection, Return and Reintegration (MPRR) Programme Coordinator, and the direct supervision of National Protection and Reintegration Officer, the Project Associate will be responsible for assisting map and establish linkages with relevant development partners and programs in key migration prone locations relevant to the program. Furthermore, he/she will assist to identify and map potential referral mechanisms where returnees and other vulnerable population could access key services and support the program initiate relevant capacity building activities related to the referrals. The main tasks and responsibilities of the position in this regard are described below:

Responsibilities and Accountabilities:

  • Support the effective implementation of Migrant Protection, Return, and Reintegration (MPRR) activities, playing a vital role in the smooth execution of key initiatives.

  • Support map referral partners, forging strategic alliances and promoting a collective approach to resource management in the context of migration-related interventions.

  • Conduct comprehensive data collection and contribute to the analysis of ongoing development initiatives in areas identified as migration hotspots in Ethiopia, enabling informed decision-making and strategic planning.

  • Assist in proactively identify and establish partnerships with innovative private sector entities, fostering collaboration through well-facilitated partnership platforms.

  • Assist with facilitating an inclusive platform to bring together potential partners, promote dialogue and collaboration for effective reintegration and enhanced management of migration in Ethiopia.

  • Contribute to the operationalization of the National Referral Mechanism, a critical framework for coordinated action of stakeholders involved in migration management.

  • Contribute to the identification of capacity-building needs by collecting and analyzing relevant information, allowing for targeted interventions and skills enhancement within the context of referral mechanisms and partnership development.

  • Provide general technical and administrative support to relevant federal and regional government institutions and structures, fostering strong working relationships and facilitating cooperation to achieve programme goals.

  • Support the development of knowledge management practices, to capture best practices and lessons learned and make them accessible to all program staff and stakeholders, contributing to continuous improvement and informed decision-making.

  • Stay updated on the latest developments and best practices in migrant protection, reintegration, and other migration management topics, maintaining a well-informed perspective to drive effective decision-making.

  • Provide valuable assistance in drafting concept notes, Terms of Reference (TORs), and agendas pertaining to specific capacity-building interventions, verifying clarity and relevance to support program objectives.

  • Perform such other duties as may be assigned.

Required Qualifications and Experience

Educational Qualification

  • BA Degree Public Administration, Management, International Relations, Political Science, Economics, Humanitarian Studies, and other related Social Science fields

Experience

  • Five years relevant professional experience for Diploma holders or three years relevant professional experience for Degree.

  • Experience in implementing migrant return and reintegration, livelihoods, capacity building and learning interventions with governmental and non-governmental actors at federal and grassroots levels is preferable.

  • Experience in liaising with governmental authorities, other national/international institutions and NGOs is an asset.

  • Experience in project management and implementation, including resource/financial management, project development, and monitoring and evaluation concept is preferable.

  • Ability to develop suitable materials for capacity building.

  • Proven analytical skill.

  • Previous experience working for an international organization, particularly on migration related issues would be an asset.

  • Familiarity with the work of UN agencies, and/or similar International organizations would be a plus.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.

  • Ability to adapt technical knowledge and expertise to specific project or activities; ability to work with colleagues from different cultural and professional backgrounds; flexibility to perform and deliver in difficult and rapidly changing situations is essential.

  • Knowledge of UN and bilateral donor programming.

Languages

  • Thorough knowledge of spoken and written English is required.

  • Knowledge of the local languages is an advantage.
