Organizational Context and Scope

The International Organization for Migration (IOM) seeks to step up national, regional and international efforts to address human mobility challenges associated with environmental factors and climate change. IOM’s vision on Migration, Environment and Climate Change (MECC) is that contemporary migration governance, policy and practice must reflect the significance of environmental, disaster and climate change factors on human mobility. IOM’s MECC programming include nature-based disaster risk reduction that is linked to longer-term development outcomes; environmental conservation initiatives that stabilize climate-fragile communities and their natural resources-dependent livelihoods thus allowing them to contribute to sustainable development; mainstreaming migration and diaspora contributions to the green economy and; developing sustainable, climate adaptive livelihoods for vulnerable communities, to prevent forced migration, among others.

Under the overall supervision of the Chief of Mission, the direct supervision of National Program Officer – Migration, Environment and Climate Change and in close collaboration with Programme Managers and other relevant colleagues in the Mission, the incumbent will support all aspects of Migration, Environment and Climate Change (MECC) programming in Ethiopia, including the implementation of MECC programming, capacity building, assessments, research, and other related activities.

Responsibilities and Accountabilities:

  • Support the implementation of projects and programmes related to MECC and identify best practices and lessons learned.

  • Contribute to the mainstreaming of MECC in all the programmatic areas of IOM Ethiopia.

  • Work with the MECC focal Point and Programme Support Unit (PSU) to identify potential funding opportunities for MECC and support the drafting of concept notes and proposals as assigned.

  • Maintain strong working relationships with key external stakeholders such as Government, UN, INGO and national civil society. Raise awareness and build capacity on MECC by organizing training opportunities, facilitating MECC discussions and workshops.

  • Contribute to MECC relevant policy processes, providing technical inputs on migration, environment, and climate change nexus, and actively participating in conferences, workshops and meetings related to the thematic area of expertise.

  • Contribute to administrative and technical support in organizing and coordinating MECC related trainings, workshops, meetings, seminars, and other events.

  • Assist the IOM Ethiopia team in promoting MECC-related initiatives and ensuring donor visibility through drafting press releases, newsletters, briefing notes, etc.

  • Compliy with IOM and donor requirements, including those related to procurement, finance, and human resources, maintaining close contact with relevant IOM support units.

  • Perform all other duties as may be assigned.

Required Qualifications and Experience

Educational Qualification

  • BA Degree or Diploma in Environmental Science; Natural Resource Management; Agricultural Economics; Forestry; Plant Science; Rural Development; Disaster Risk management; Gender and Development; International Relations and other related Social Science fields.

Experience

  • Five years relevant work experience in the fields of Migration, Environment, and/or Sustainable Development for Diploma holders or three years for BA Degree holders.

  • Experience working on climate change, disaster-risk reduction/management, community-based livelihood adaption, green job creation, and/or climate smart-agriculture is desired.

  • Experience in project management and implementation, including resource/financial management, project development, and monitoring and evaluation concept is preferable.

  • Capacity building experience with governmental and non-governmental actors at federal and grassroots levels is an asset.

  • Previous experience working for an international organization, particularly on migration related issues is desired.

Skills

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,

  • Knowledge of MECC related project design and implementation

  • Knowledge of budget proposal development

  • Knowledge of resource mobilization and strategic partnership

  • Familiarity with the work of UN agencies, and/or similar International organizations would be a plus.

Languages

  • Thorough knowledge of spoken and written English is required.

  • Knowledge of the local languages is an advantage.
