Job Description

I.  JOB SUMMARY:

The Gender and Protection Specialist position is responsible to provide coordination, support, and supervision of Gender and Protection/GBV activities for conflict affected people respective regions where she/he is based in (Tigray or Afar or Amhara regions) according to the application region of the candidate. In addition to providing overall coordination, she/he will also be responsible to directly provide technical and professional support in planning and implementing of Gender and Protection/GBV in Emergency responses.    

II. RESPONSIBILITIES AND TASKS:

Job Responsibility 1:  Planning and Implementation of Program Activities

  • Ensures that planning and implementation of the project activities are in accordance with the program principles, approaches, and procedures of the organization.

  • Works closely with other project staffs and partners in planning and implementing the project activities.

  • Ensures effective implementation of the project activities as per the set plan of action and as per the donor requirement.

  • Makes sure that all plans are down to annual, quarterly, and weekly basis and follow up to make sure the same is done for by Gender and Protection Specialists and GBV/PSS Officers.

  • Ensure that financial management is according to CARE’s policy and met value for money principles.

 Job Responsibility 2: Technical Support and Capacity Building

  • Provide technical and managerial oversight and guidance to Field Office (FO) staff regarding management of the project.

  • Assess and identify technical assistance needs in regard to technical skills, supervision support, etc., for the field-based staffs.

  • Oversee & support the day-to-day implementation of program activities including case management/psychosocial support, follow-up, and advocacy to meet the needs of beneficiaries & strengthening community capacity to prevent & respond to incidents of GBV.

  • Conduct induction/orientation, training, and capacity building of Gender, GBV and protection mainstreaming, PSS/PFA and PSHEA, GBV case management and information management trainings.

  • Lead Gender. GBV related assessments (safety audit, Rapid Gender analysis, etc.)

  • Promote and represent the interests of the GBV/PSEA program with regards to all relevant stakeholders.

  • Contribute to the joint GBV Working Group.

  • Coordinate and monitor the overall implementation of GBV program activities based on their established indicators, including collecting and analyzing data and information for reporting

  • Assist mapping, establishment and strengthening of GBV referral pathways and referral linkage activitie

  • Provide technical assistance for field staffs on implementation of emergency cash support to GBV survivors who are eligible to facilitate comprehensive response services.

  • Closely work with the Head Office MPCA/Livelihood sector manager for effective and efficient implementation of MPCA for Vulnerable women and girls.

  • Support the cash feasibility and market assessment that will be done in each region for the emergency cash support/cash for protection.

  • Facilitate need assessment and support of One Stop Center (OSC).

  • Ensure that need based GBV services are provided for affected host communities, IDPs and returnees. 

  • Ensure that protection of GBV discussions and dialogues are conducted among host communities, IDPs and returnees.

  • Conduct training need assessment to identify government line offices and project staff’s knowledge gap and design appropriate training accordingly.

  • Contribute to effective case management and information management on GBV survivors through the provision of capacity enhancement trainings for GBV/PSS officers.

  • Coordinate and monitor the overall implementation of GBV program activities based on their established indicators, including collating, and analyzing data and information for reporting.

  • Conduct activity vs budget tracking to make sure that budget spent is according to the project plan and CARE’s financial management policy.

 Job Responsibility 4: Monitoring and Supervision

  • Maintain up-to-date data related to GBV in emergency project activities and deliver it to learning designed and measurement manager for data entry and analysis.

  • Facilitates/Conducts joint, supportive supervision with Regional and National, Women Affairs Bureau and other government staffs from signatory sectors.

  • Facilitates and conduct regular review meetings and project review schedules at all regional levels along with project staff and work with different institutions to create institutional commitment.

  • Together with other project team, sets project quality standards and action steps and monitor the performance accordingly.

  • Conducts regular supportive supervision to each region and deliver on-site support to field-based staff.  

  • Produce standard project report (Monthly, Quarterly, and Annual reports) and share with the Gender and Protection Program Manager.

% of time = 20%

Job Responsibility 5: Facilitate Learning and Net Working

  • Establishes firm and institutionalized working relationship with local government officials, community institutions, IDP Committees, regional and national and other stake holders.  

  • Keeps up to date the development in the sectors, including best practices examples in country and ensure ongoing personal development and learning

  • Prepares regular project progress updates at all Regions.

  • Represents CARE in national level meetings, coordination forum on issues related to Gender and GBV in emergency.  

% of time  =10%

Job Responsibility 6: Reporting, Staff Supervision, Coaching and Team Building:

  • Develops appropriate reporting formats together with the Head Office Monitoring, Evaluation and Learning specialist and Head Office Senior LDM manager.

  • Collects, organize, and summarize monthly and quarterly performance reports from Gender and Protection Specialists.

  • Monitor the quality and reliability of the reports collected from Gender and Protection Specialists.

  • Supervises, coach and gives technical backup to GBV/PSS Officers, Gender and Protection specialist

  • Conducts performance review and appraisal of the employee under his/her supervision according to the policy of the organization.

% of time = 15%

Job Responsibility 6: Donor Compliance and Follow-up

% of Time  = 5 %

  • Ensure familiarity with all gender and protection related contracts and agreements with donors and sub-grantees.

  • Ensure that FO project staffs are implementing gender and protection per donor guidelines and CARE policies and procedures.

  • Coordinate with FO project managers and the Humanitarian Program Manager- Gender and Protection to prepare responses for any concerns.

Job Responsibility 7: Perform other duties as assigned by the immediate supervisor.

  •  Levels one and two of problem solving apply to the incumbent. The incumbent involves with daily routine activities, she/he also uses interpolative skills to pick and choose the right solution to address given problems.

IIV. QUALIFICATIONS (KNOW HOW)

A)  EDUCATION/TRAINING

Required:

  • Bachelor's Degree in Gender, Public Health, Psychology, Social work, or related areas of focus

Desired

  • Masters in related field is a plus.  

B) EXPERIENCE:

Required:

  • 4 years of relevant experience with the first degree and 3 years of relevant experience plus post graduate degree and experience on implementing or leading GBV and/or Gender focused projects in emergency.

  • Practical experience in leading team is an advantage.  

  • Experience on working with internally displaced people and conflict affected communities.

C) TECHNICAL SKILLS

Required:

  • Supervisory skill.

  • Language proficiency in written and spoken English.

  • Computer proficiency.

  • Good communication and report writing skill.

  • Knowledge of written and spoken in the local languages of the respective regions.

  • Firm belief in teamwork, gender equality, sensitivity to rural adolescent health, economic and social needs, conceptual understanding of participatory approach and sustainable development.

  • Field office– The big picture (Organizational approaches, policies, programmatic focus and priorities) regarding Project management.

  • Technical Group - ensuring appropriate support is provided to the field office and maintenance of good working relationships.

B. EXTERNAL,

  • Other organizations working in the area where CARE works (NGO, CBO, and the private sector).

  • Special meetings with Regional and/or National (when required) government partners and donor representatives when needed.
