Job Description

  • The Food Security and Livelihoods Technical Advisor will be providing technical leadership to food security and livelihoods programs in CWW Ethiopia programme. In addition to designing innovative programmes and portfolio growth, the role holder will be providing technical oversight and coordination in order to support the quality and impact of field level livelihoods programmes for beneficiaries including host and refugee communities. The role holder will be expected to lead programme design and proposal development activities in rural and urban context in-line with the country strategy as well as develop a sector plan with increased scope and scale for FSL programming in Ethiopia. The role holder will support capacity building initiatives as well as working with Area coordinators, Systems Team, MEAL, Gender, Nutrition, Cash and Markets  and WASH to carry out need based assessments and activities, including setting up quality benchmarks. The post holder is expected to have expertise in the Value chain in the agriculture sectors, and have the capacity to design and implement integrated programming. S/he is self-motivated & able to manage a large workload and proactively support others in the field with regard to technical assistance.

Main duties & Responsibilities:

Strategy & Vision

  • Develop a national strategy (in line with the global strategy) for the implementation of Food Security and Livelihoods(FSL) Programs

  • Assist the programmatic expansion of FSL in Ethiopia.

  • Set program direction by prioritizing and organizing actions & resources to achieve objectives and contribute to country strategy development.

  • Develop and organize activities to secure resources for programs and convince stakeholders to provide support.

Program Advisory & Implementation Support

  • Provide high quality technical advice in the implementation of all CWW Ethiopia Food Security and Livelihoods activities both in the development of proposals and completion of project activities in the field

  • Ensure program adherence specific donors guidelines &  internationally accepted technical norms and standards of practices for Livelihoods and Food Security related activities

  • Provide input into and ensure that all donor reporting requirements on program impact are met and assist staff and partners in setting up reporting and tracking systems to provide such information in an efficient and timely manner

  • Develop a context specific Guide for the implementation of FSL Programs, systems, methods, technical tools and materials;

  • Participate in the initial response analysis, mapping and monitoring as necessary to contribute to appropriate emergency food security and livelihood programming

  • Support field teams to regularly conduct Multisectoral Rapid Assessment of the FSL situation in varied contexts;

  • Support teams in conducting Value chain analysis and identification of the most feasible options for the context CWW operates;

  • Analyze initial FSL response options to make decisions on the programs to be implemented and the types and combinations of assistance (in consultation with the Cash and Markets technical advisor);

  • Ensure quality control, value-added and impact analyses, identification and capitalization of best practices and lessons learned and make relevant feedback for the development of new projects;

  • Ensure that the implementation of the program is adapted to communities, authorities and partners and in line with the relevant guidelines, principles, values, quality standards and strategic plan of Concern programs (such as gender policy, Do No Harm principles and beneficiary accountability standards);

  • Contribute to the drafting of reports on FSL activities, in accordance with the requirements of Concern and donors.

  • Ensure all interventions adhere to Concern’s Gender Policy, Do No Harm principles, and beneficiary accountability standards.

  • Ensure the quality of the monitoring, evaluation and learning process for the Livelihoods Programme as well as strengthening the effort to document the impact of Livelihoods activities, in collaboration with the MEL team.

Team Management & Capacity Building

  • Develop and facilitate training sessions and capacity building on FSL for development & emergency program staff, deepen understanding of their roles and assist with career development;

  • Assist team members with information, tools and resources to improve performance & reach objectives;

  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

Representation & Coordination

  • Represent Concern  in Livelihoods and Food Security cluster meetings, government meetings and other coordination mechanisms and coordinate with other actors how to efficiently and effectively cooperate on Livelihoods and Food Security related activities in the program areas we have projects running;

  • Identify, build and manage collaborative partnerships with donors, local authorities, group and other stakeholders.

  • Work closely with other Advisors/Coordinators/Project Managers to ensure a holistic approach;

  • Proactive coordination with other livelihood actors including consortia partners, and other actors implementing similar or complementary interventions;

  • Proactive coordination with the Nutrition/Cash and Markets sector, integrated programmes, urban interventions, Resilience programmes, etc;

  • Communicate effectively to ensure overall project targets and donor obligations are met.

  • Liaise with relevant institutions to bring innovation and technology for adoption in our programmes.

  • work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed; work with relevant colleagues  to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Job Requirements

Personal specification

Education & Qualifications Required:   

  • MA/S or equivalent in international studies, economics or other relevant field; MA/S preferred.

  • 5-7 years of experience in FSL programming in emergency and development contexts.

  • Previous demonstrated experience in FSL programming, market analysis and coordinating implementation with service providers.

  • Demonstrated ability to manage and communicate effectively with ethnically diverse team members of varied work styles.

  • Demonstrated flexibility and creativity in planning and problem solving.

  • Proven ability to learn quickly, advice a program to achieve stated results and objectives.

  • Experience with the development, implementation & compliance of USAID (OFDA and FFP)/DFID and ECHO funded programs.

  • Ability to effectively represent Concern and its interests to key stakeholders.

  • Experience working with local authorities, national and international NGOs.

  • Effective verbal and written communication, multi-tasking, organizational and prioritization skills.

  • Knowledge of Sphere standards and other training in humanitarian response preferred.
