Senior Human Resource Officer 

Country Office: Ethiopia

Work Base:  Addis Ababa, Ethiopia 

Availability: As Soon As Possible

 Salary Scale: EMS07 Level 1 $ 849

 Insurance - (Life, Group Personal Accident and Medical Insurances are covered upon the organization policies).

We save the lives of malnourished children and we enable entire communities to be free from hunger. With more than 8,000 staff in over 50 countries, our programs reached 17 million people in 2019.

 Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 50m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 850 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

I. Summary of position

  • The senior HR officer will be a generalist HR focal person who will be responsible to oversee the implementation of HR functions and staff administration for specific base offices.

  • She/he will advise and provide support to the base HR focal team and to the programs, capitalize the co-country office HR information for a harmonized HR management.

  • Act as Deputy HR Head of Department in his/her absence.

  • The Senior Human Resources Officer role’s purpose, engagement, and delivery are:

Purpose

  • The Senior Human Resources Officer oversees integrated transaction services in Human Resources Department and its functions.

  • He/she will be involved in recruitment and selection, learning and development, compensation and benefits administration, performance management and Grievance and Compliance Management  into an effective service platform.

 Engagement

  • Senior Human Resources Officer will identify issues impacting the consistent delivery of HR services across various factors and recommend remedial solutions. She/he will be engaged with technical advisors, field coordinators, Base HR’s and program managers in staff administration and related activities.

  • Externally he/she works closly with pension private organization Empoloyees Social Security Administration (poessa), tax authorities and other government agemcies

 Delivery

Senior Human Resources Officer will manage all HR functions consistently, transparently, confidentially and safely taking each issues and action timely as per internal polices and procedures. S/he also responsible in monitoring standad sector practices on reporting, data management and share learning across all locations in the country office. 

II. Essential job duties

  • Provide support and make sure all recruitment and selection processes are in line with Action Against Hunger guideline.

  • Work on staff training and development plan and ensure annual refreshment training is conducted across the base

  • Oversee the staff onboarding process and staff inductions for newly hired employees and lead the process

  • Implementing Action Against Hunger  regulations (internal regulations and convention on social benefits) adapted to the local context of the mission and local legislation

  • Ensure the timely implementation of periodical performance management over the year and participate on in the assessment of the training needs based on the appraisals; manage and roll up the training plan for the mission with the support of D/CHRM;

  • Organize informative meetings and lead national employees on the HR rules and procedures

  • Ensure staff grievance and compliance is managed properly and any staff administration issues are addressed on time as per ACF rules and regulation as well as applicable country law.

  • Make sure the appropriate staff administration procedures are in place and provide support to base HR focal persons  

  • Follow-up on timely submission of the monthly timesheet, upodated annual leave tracker (annual leaves and R and R requests), hybrid and communication list, insurance update  

  • Follow up on staff contract management (Supervision of the drafting, monitoring and termination of employment contracts of local employees and follow-up of the termination of employment contracts).

  • Ensure timely processing of staff compensation and benefits ( payroll administration, severance ….)

  • Supervising the collection of data relative to variable elements in staff pay (monitoring hours worked, salary advances, deductions, etc)

  • Providing support to Human Resources staff on the bases of implementing the tools and procedures of recruitment, training, and career management

  • Generate weekly/monthly recruitment status report to all bases and at the capital level

  • Anticipating risks associated with national Human Resources management

  • Participating in the process of selecting partners and validating the Human Resources risk analysis provided by the bases

  • Defining with partners the modes of Human Resources management in the framework of joint projects

  • Validating the Human Resources aspects of partnership conventions and agreements

  • Taking full advantage at the mission level of all innovative Human Resources practices in the framework of partnerships

III. Supervisory Responsibilities

  • Technically/functionally supervise base HR focal person ( Base HR manager/Base HR administrator)

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

VII. Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

While performing the duties of this job in the field, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases. 

Job Requirements

I. Required Qualifications and Professional Experience

  • MA/BA Degree in Human Resources, Business Administration, or Management 

  • At least 5 years of related experience with an INGO being an HR Generalist

 II. Required Skills & Competencies

  • Team management – organizational skills and management of priorities – good analytical skills, negotiation skills, high sense of confidentiality - diplomacy – good relational skills –

  • Proper communication skills -  very good knowledge of English (oral and written) 

  • Computer literate (in all micro office software), advantageous for knowledge of any HR Software
