Job Description

The Opportunity

As the ITN Logistics Coordinator, you will be responsible for obtaining all shipping documentation from PMI implementing partner responsible for procurement of PMI ITNs and lead customs clearance. Following customs clearance, you will coordinate with Ethiopian Pharmaceuticals Supply Service (EPSS) ensure timely transportation of the product to target districts. You will also support programmatic and management of all aspects of the project’s ITN distribution activities including planning, technical assistance and training, logistical and operational support and supervision, monitoring and evaluation, and external reporting. You will coordinate closely with all involved stakeholders – communities, governments, and technical experts – to ensure transportation of ITNs from district to the distribution points and finally to the end user.

Project Description

The PMI Evolve Project supports the U.S. President’s Malaria Initiative (PMI) and USAID to plan and implement an integrated vector control strategy with the overall goal of reducing the burden of malaria while promoting equity to sustain malaria gains. Abt has implemented integrated vector control for PMI since 2011, delivering high-quality indoor residual spraying (IRS), technical assistance for insecticide-treated net (ITN) distribution and durability monitoring, and new approaches for larval source management (LSM). Additionally, Abt’s PMI-funded work manages the most comprehensive malaria vector entomological surveillance programs in 21 African countries to inform malaria vector control trends, strategies, and impact. Under the PMI Evolve Project, Abt will further its delivery of integrated vector control programs by partnering with local communities, organizations, and governments to co-design and co-implement tailored malaria vector control programs. The end goal is fighting malaria while strengthening local capacity to sustain malaria gains.

Ethiopia is among the largest, fastest-paced, and most complex Evolve country programs. The team is responsible planning, implementation, and monitoring of three large-scale vector control interventions (IRS, ITN distribution, and LSM) simultaneously in different regions and districts across the country every year while maintaining expansive geographical coverage of entomological monitoring for traditional and invasive malaria vectors, working with multiple local and international collaborators, and taking on frequent ad hoc assignments such as operational research, capacity strengthening, etc.

Core Responsibilities 

  • Manage robust ITN logistics planning efforts for target geographical area, including identification of storage places  at the target  district and distribution points,  identification of human resources  who will serve as custodians, ; l means of transportation; ITN and equipment storage, security, and environmental safety; and coordination with community members and district-level counterparts.

  • Work in collaboration with the malaria and/or vector control focal point persons at the District Health Office to manage the planning and coordination of ITN logistics and distribution activities.

  • Prepares logistics and materials distribution plan prior to each ITNs distribution campaign.

  • Oversee management of the ITNs inventory control system including storage, quality control, inventory record keeping, and inventory reporting

  • Directs and supervises the storage, distribution, and transport of ITNs commodities in the target districts and communities.

  • Manages and coordinates customs clearance activities in an efficient and cost-effective manner.

  • Register in an online electronic single-window delivery system developed by the government for custom clearance.

  • Secure support letter from the Ministry of Health to import the product.

  • Secure duty-free paper from USAID /Ethiopia Mission

  • Work closely with PMI partner procuring ITNs, review shipping documents to ensure that they are complete and in compliance with Ethiopia customs regulations.

  • Secure pre-import permit from Ethiopia government after uploading all the shipping documentations in a single window.

  • Support ITN-related community mobilization and SBCC/IEC activities and data collection process.

  • Quantify ITNs, personnel, transportation needs, and all other supplies for mass and/or routine distribution

  • Support targeting and quantifications for ITN mass campaigns at a district level.

  • Advocate for the use of continuous distribution approaches to keep up high ITNs coverage (e.g., health facility, school-based, etc.)

  • Supervises warehouse managers and works closely with local governments stakeholders, partner organizations, and/or community leaders to leverage existing logistics capacity and elevate their skills.

  • Supervise ITN logistics and distribution and contribute to the training conducted in the assigned geographical area.

  • Supervise and track inventory distribution and storage of materials working with the project’s technical   team .

  • Coordinate with project M&E staff to design and manage robust ITN logistics management system

  • Ensure that routine inventory tracking and reporting are in place and delivered on time.

  • Support field data collection with project M&E team.

  • Ensure all risk prevention and environmental compliance measures are fully implemented and work closely with the project environmental compliance and safety staff to address relevant issues.

  • Facilitate communication between the districts in the assigned geographic area and the project office.

  • Organize district-level logistics planning meetings, community mobilization, and technical training.

  • Prepare weekly and other activity reports as directed by the project ITNs Manager.

  • The position requires frequent travel to field sites to support and oversee district and community level operations and activities.

Job Requirement

What We Value

  • Bachelor’s Degree + nine years of relevant experience, or master’s degree + seven years of relevant experience, or PhD + four years of relevant experience

  • Bachelor’s Degree in Public Health, Business Administration, or other relevant field.

  • At least eight (8) years of relevant professional work experience, with significant amounts of experience directly managing ITN distributions and/or malaria vector control project activities at the district level.

  • At least one (1) year working in close partnership with government stakeholders, local community leaders, and partner organizations with an emphasis on capacity strengthening and skills transfer.

  • Significant experience in the logistics and management of ITNs or other public health commodities.

  • Demonstrated ability to work with a minimum of direction and supervision.

  • Demonstrated ability to work both as a member of a team and as a team leader, with the ability to accept the inputs of other team members.

  • Strong management and planning skills of project tasks and budgets.

  • Demonstrates leadership and teamwork and produces high quality work in a timely, cost-effective manner and has excellent writing skills.

  • Excellent interpersonal communications, and organizational skills.

  • Excellent computer skills, computer software programs, including MSWord, Excel, and PowerPoint.

  • Experience with USAID funded programs and/or other international development experience.

  • English language fluency
