Job Description

Dan Church Aid (DCA) is a Denmark-based international NGO registered under certificate # 1083 by the Authority for Civil Society Organizations and working to improve the wellbeing of particularly the rural and pre-urban people in Ethiopia. DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, and Gambella regions.

 Currently, the DCA Ethiopia Office is looking for a competent Humanitarian Program Manager. The Humanitarian Program Manager will provide technical support to all FOs/SOs for effective planning and implementation of the projects.

 Position Objective

The Humanitarian manager, under the supervision of the Head of Programs, will lead on strategic planning, context analysis, technical advice, partnership management, assessment of programme proposals, monitor, coordinate, and manage the humanitarian portfolio of DCA Ethiopia both in refugee and affected host community contexts.

Purpose

  • The overall responsibility for all humanitarian projects and programmes. The position contributes to the humanitarian response capacity development of DCA Ethiopia through introducing new and innovative ways of working and better preparedness and contingency planning.

  • The position will provide technical support to all Area program and satellite field offices for effective planning and implementation of the projects.

Engagement

  • Oversee the planning implementation, monitoring and evaluation of DCA’s Humanitarian programme.

  • Establish and maintain formal and informal communication mechanisms with government, local partners, donors, and other stakeholders in the humanitarian sector.

  • Represent DCA in different Humanitarian forums and clusters at national level or other coordinating fora such as Ethiopian Cash working group, Agricultural task forces (ATF), Emergency food cluster, Save the children lead ECHO cash consortium etc

  • Facilitate the preparation of consortium level Memorandum of Understanding (MOU) as required and Cooperation Agreement and closely follow the implementation of these agreement.

  • Maintain coordination and partnership with consortium member organizations and other DCA Humanitarian Programme implementing partners.

  • Provide overall technical and capacity building support to DCA’s Humanitarian programme/project implementing partners.

  • Technically support head of program, senior business development   program managers in the identification of new business opportunities reflecting DCA Ethiopia humanitarian Strategy, and that all thematic areas are adequately resourced.

  • Lead and coordinate new proposal development for DCA’s humanitarian portfolio and finalization to ensure quality and on-time submission.

  • Compile regular update for Humanitarian Projects to DCA HO and donor as required.

Delivery

  • Ensure proper project management, procurement, communication and visibility plans of Humanitarian Projects as per the requirement of the donor are prepared and followed.

  • Consolidate timely and high-quality project progress report on quarterly, bi-annual, and annual bases and submit to DCA HQ and donor.

  • Ensure technical quality of the humanitarian projects both at the planning and implementation stages.

  • Collaborate with MEAL to ensure that monitoring & evaluation and accountability processes are in place and compliant with DCA MEAL benchmarks and ensuring that feedback is incorporated into programme design and learning disseminated.

  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.

  • Ensure humanitarian program budget utilization and establish systems to improve financial management and utilization of unit budgets per plans and commitments made to donors and government, and that appropriate revisions and adjustments are made as required.

  • In Consultation with the HOP, develop strategic direction for the humanitarian programme.

Job Requirements

Qualifications: 

  • Third Level qualification in a relevant discipline (Development Studies, DRR Management Agriculture and related field) from a recognized university.

  • At least 8 years’ relevant experience in management position.

  • Understanding of the humanitarian system and of emergencies and refugee crisis in Ethiopia.

  • Knowledge of humanitarian standards and principles and cross cutting issue.

  • Adequate working knowledge of requirements and guidelines of donor, including EU/ECHO, BPRM, UNOCHA, and other key institutional and private donors.

  • The candidate must demonstrate using examples of working in some DCA priority areas (Digital Multipurpose Cash Transfer, emergency food security and livelihood, triple nexus approach, climate resilience, gender and governance)

  • Demonstrable experience (through examples) of financial analysis and budget management at a management level. Strong skills in monitoring program performance (both activities and finances) and able to advise, support and adjust to reach set goals, objectives and strategic aims.

  • Good knowledge of project cycle management.

  • The candidate must demonstrate using work-based examples of providing excellent interpersonal & communications skills, being persuasive, working in a team but also dealing effectively with people in external organisations; Excellent proposal and report writing skills, with close attention to detail.

  • NGO experience highly desirable
