 About the Ethiopian Red Cross Society

 The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131  District/Woreda Branches, 599 Woreda Red Cross Committee  and 5871 Kebele Red Cross  committees

Job Summary

The Project Coordinator responsible for management of the DG ECHO (Directorate-General for European Civil Protection and Humanitarian Aid Operations) funded ECHO multisectoral consortium projects. This includes: multi-sectoral project (WASH, Health and Disaster Risk Reduction) which is implemented in consortium between Ethiopian Red Cross, Netherlands Red Cross (lead partner), Danish Red Cross, German Red Cross and Austrian Red Cross. Project Coordinator manages DG ECHO funded Cash Consortium project, which is implemented by the Ethiopian Red Cross and Danish Red Cross. The two projects are implemented in the same project areas, and implementation should be closely aligned.

In general, the Project Coordinator is responsible for overall project management and coordination of the two projects, which includes planning, budgeting, implementation of activities, monitoring and evaluation, and timely and quality reporting as per provided formats and standards. (S)he assures harmonization of activities between the consortium partners and acts as a first point of contact from ERCS side for all people involved in the two projects. The Project Coordinator is directly accountable in following up project activities and ensuring their completion within the set timeline and allocated budget, in adherence to DG ECHO guidelines and regulations.

KEY PERFORMANCE AREAS 

Project Management

  • Manage all aspects of the ECHO-funded consortium projects, such as preparation of plans of action, following up on timely and quality implementation and reporting of the project progress. Take timely and appropriate action to address delays and challenges in relation to project implementation, when needed.

  • Facilitate implementation and monitor the progress on implementation of the project’s activities against the plan of action, indicators, and approved budget.

  • Support regional/zonal branch field teams in timely planning, implementation, monitoring and reporting (including financial) of all project activities.

  • Provide daily management and supportive supervision of project activities in operational areas of the project, including regular field visits to project sites, providing trainings and technical assistance, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure high quality work and accurate completion of duties within the agreed timeframes.

  • Ensure the preparation and timely submission of quality financial and narrative reports as per ERCS procedures and donor requirements.

  • Closely follow up the transfer of budget, monitor the proper and efficient utilization of the budget with emphasis of identifiable and verifiable expenses of the projects’ approved budgets.

  • Report regularly to the EPR division, closely working and providing updates to partners such as NLRC and DRC delegations in Ethiopia on the status of the projects activities, challenges faced and actions taken related to the implementation of the projects.

  • Maintain and ensure the confidentiality of all related information of the project by implementing the National Society’s relevant policy and procedures.

  • Ensure coordination among relevant technical focal points (WASH, health, CASH and protection) to streamline activities across all ECHO project areas.

Coordination & Representation

  • Act as a main focal point from ERCS side for the ECHO-consortium partners within the RC movement.

  • Establish and maintain an active regular coordination mechanism among all ECHO-consortium partners within the RC movement with the support of NLRC and DRC. 

  • Ensure harmonization of activities between the consortium partners of the RC movement.

  • In consultation with the line manager and RC movement consortium, liaise with external partners, including government partner offices, cash consortium partners, NGOs and other relevant stakeholders.

  • Act as a liaison between the project and relevant stakeholders to ensure efficient inclusion of the high risk and vulnerable groups of the community.

  • Establish and promote smooth communication among consortium partners, ERCS HQ, regional branches and field level staff. 

  • Contribute to coordination and sharing of lessons learned, good practices and tools within ERCS.

Work Unit: ERCS-Disaster Risk Management (DRM) department

Reporting to :  EPR division manager

Terms of employment: Contract for one year                  

Job Requirements

QUALIFICATION REQUIREMENTS:

  • MA or BA Degree in Disaster Risk Management, Project Management, Development Studies, or another relevant field of expertise.

  • 8/10 years related experiences, out of which 2/4 years in Managerial position experiences.

Key competencies

  • Proven project management and coordination skills and experience.

  • Proficiency in English language (written and oral).

  • Working experience with DG ECHO-funded projects is a strong asset.

  • Relevant NGO supported project/programme management experience and expertise is required, prior experience in working with donors is an asset.

  • Experience in disaster risk management, WASH and health is an asset.

  • Commitment to Ethiopian Red Cross values and ethical standards.

  • Demonstrated orientation on results, process, and people.

  • Cultural awareness is essential and previous experience in a multi-cultural environment.
