Brief introduction

REACH Ethiopia is a non-profit local organization established and registered as an Ethiopian Residents Charity. It strives to contribute to community development through implementation of innovative and targeted project interventions to deliver quality health services for disadvantaged communities.

Since its establishment in 2013, REACH Ethiopia has been implementing projects that are targeted towards addressing challenges around TB programming at community and Facility level in Urban and rural settings of the country like Sidama, SNNP, Addis Ababa, Diredawa, Harar and parts of Oromia Regions. In most recent years REACH has been introducing pioneer and innovative technologies like AI guided portable X-ray’s and TB diagnostic connectivity solutions.

REACH Ethiopia, through fund received from USAID IDDS Activity, is in the final preparatory stages to implement TB diagnostic network activity at national level in Ethiopia in collaboration with Ministry of Health and Ethiopian public health institute.

Purpose of the position (general)

The Project Manager is responsible for leading and managing The Strengthening of the TB Diagnostic Network Project. He/she will collaborate with NTP and NRTL in rollout and scale up LabXpert Connectivity System, Quality assurance of TB laboratories.  S/he will also provide technical assistance and support to the National TB Reference Laboratory on TB laboratory Network Strengthening. The Project Manager reports both functionally and hierarchically to the Technical Director and will work closely with relevant technical teams.

Duties and Responsibilities

  • Support the NTRL/NTP to Strengthen the TB diagnostic Network functioning.

  • Support the NTP/NTRL to build capacity of TB laboratories in Laboratory Quality Management System.

  • Support the NTP/NTRL to Scale up and improve use of LabXpert connectivity solution for the Gene Xpert and TrueNAT machines.

  • Support the national and regional implementation of LabXpert connectivity solution to strengthen the Laboratory Information Management System (LMIS):

  • Coordinates the planning, implementation, and continuous monitoring of all technical areas and technical activities of the project

  • Facilitate the installation of LabXpert to GeneXpert and TrueNAT Machines

  • Support national and regional level LabXpert Connectivity training

  • Provide technical support to LabXpert connectivity maintenance service.

  • Support NTRL in the monitoring of the LabXpert dashboard, export the data, analyze and use the information for decision making.

  • Monitor the weekly active and inactive sites identification and contact the inactive sites for connection or technical support.

  • Provides technical assistance on rapid molecular TB diagnostic service in USAID TB projects

  • Represent the project at national/regional forums and TB laboratory taskforce

  • Keep project management updated on stakeholders’ expectations and status of project achievement against expectations

  • Review the plan regularly to ensure indicators and objectives are being achieved in a timely manner and lead the production and dissemination of project specific reports, success stories, innovations and initiatives 

  • Take an active part in the project issue/risk management process, by contributing to the identification and prioritization of existing and potential issues and risks, and helping to develop local level strategies and controls to mitigate these

  • Contributes to knowledge management by identifying key results for performance improvement and communication strategies

  • Check project compliance against donor, organization as well as MOH policies, and highlight any issues to the Technical Director/Executive Director

  • Undertake other responsibilities as assigned by the supervisor

Job Requirements

Qualifications:

Education

  • Master degree in Medical Laboratory Sciences or equivalent.

Experience

  • Minimum 8 years, post qualification experience including experience on working in National/ TB program Laboratory System support

  • Experience working on rapid molecular TB diagnostic service.

  • Experience in TB laboratory network system and in specimen referral rollout and coordination at regional level

  • Current knowledge of existing developments in the field of TB laboratory

  • Knowledge of LabXpert connectivity solutions is advantageous.

Behavioral competencies and skills

  • Good interpersonal skills with experience in networking with partners at all levels (government, NGOs and local community-based organizations)

  • Fluency in written and spoken English

  • Computer literacy; competency with Microsoft Office, internet and email systems

  • Ability to work independently as well as in collaboration with colleagues and partners

  • Willingness to travel frequently within the project implementation area
