About the Country Program in Ethiopia
Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, The Netherlands (Dutch) Government and others.
I. Position Summary
Action Against Hunger has received a five-year contract from the Power of Nutrition (PON) to conduct operational research in Ethiopia related to select innovations in the community-based management of acute malnutrition (CMAM) that aim to improve the coverage and cost-effectiveness of treatment. The operational research component is led by Action Against Hunger USA alongside partners including UNICEF and the Ethiopian Ministry of Health, among others.
The operational research study, or “Modified Dosage for Acute Malnutrition” (MODAM) Trial, aims to address critical gaps in linking knowledge to effective action on acute malnutrition treatment, including how to scale proven innovative approaches to treatment and their implications for the broader policy-level environment. This randomized controlled trial will test a modified dosage of the therapeutic foods used to treat acute malnutrition at health posts (HPs) across each target woreda. As current and projected resources are insufficient to meet the total burden of wasting in Ethiopia, there is need to explore ways to increase the cost-effectiveness of treatment. The use of a modified dosage protocol may contribute to achieving such advances by reducing the cost of product per child treated and cured while maintaining comparable treatment outcomes. This project will also assess post-discharge relapse to acute malnutrition and test the effectiveness of training caregivers on the Family MUAC approach after a child has been discharged as recovered from OTP and TS
FP on early identification and referral.
The MODAM Nutrition Officer’s purpose, engagement and expected delivery are:
Purpose:
As a key member of the research team, the MODAM Nutrition Officer will be responsible for ensuring high-quality program implementation and data collection in the research target areas. This role will be based in Gode, Ethiopia.
Engagement:
Internally, this position will engage with the MODAM Research Officers, MODAM Research Supervisor, and the MODAM Research Manager, as well as Action Against Hunger’s health and nutrition staff. Externally, this position will engage with health extension workers (HEWs) at the target health posts and other health staff in the target areas.
Delivery:
The MODAM Nutrition Officer will be responsible for supporting the delivery of high-quality OTP and TSFP program implementation at health posts included in the research study.
II. Essential Job Duties
Coordinate with HEWs to ensure overall smooth and efficient implementation of OTP/TSFP
Conduct quality anthropometric measurements, including MUAC, weight, and height measurements
Ensure those admission criteria are fulfilled, assessed for eligibility to be included in the MODAM trial, and, if so, referred to the MODAM Research Officer for enrollment
Support HEWs to conduct medical assessment and appetite test and distribute routine medications
Identify individuals in a critical state of health and refer them for additional treatment as necessary
Ensure accurate records of individuals’ admission and discharge information in the registration book and individuals’ follow-up visit information on their OTP/TSFP card
Attend all associated trainings for the study’s objectives and protocols
In collaboration with HEWs, HDA, and the MODAM Research Officer, mobilize and educate the community and community leaders on the research objectives and activities
Ensure timely tracing of study participants who fail to turn up to their appointments or for post-recovery follow-up visits
Maintain good communication between the health post, the MODAM Research Supervisor, and the MODAM Research Manager
Support and assist with MoH/EPHI/other monitoring site visits
Complete all required daily and weekly reports and return them to the base in a timely manner
Proactively raise challenges and issues occurring with the study at the health post with the MODAM Research Supervisor
Attend and participate in regular meetings with the research team to share information and learnings
Ensure children discharged as cured from OTP/TSFP are enrolled in the post-recovery study
Conduct training on Family MUAC for caregivers of children enrolled into the respective arm
Take quality anthropometric measurements, including MUAC, weight, and height, of children at follow-up visits and record on the appropriate tool
Support and ensure smooth referrals to CMAM program for post-recovery research participants who have become malnourished during the course of the study
Ensure availability, functionality, and proper calibration of anthropometric equipment (e.g., weighing scales and height boards) at the start of each day
Support the health post’s HEW and the MODAM Research Officer to monitor the stock of nutrition supplies (e.g., RUTF, RUSF, other CMAM materials), including completion of bin cards
Follow consumption and request report of nutrition products and supplies, and collaborate with MODAM Research Supervisor, MODAM Research Manager, and HEWs to provide accurate and timely stock forecasts and supply requests to avoid stockouts
Strictly comply with the ethical requirements of the research study and the protocol
Ensure adherence to the trial enrolment criteria
Follow confidentiality and security procedures to ensure participants’ privacy is protected

V. Physical Demands

VIII. Required Qualifications and Professional Experience
Required diploma or equivalent in health-science related field of study, including Public Health, Nutrition, Nursing, Midwifery and minimum three (3) years’ experience in CMAM program implementation or support
Experience with implementation of CMAM/IMAM protocols, including OTP and TSFP admission and discharge criteria, follow-up procedures, and reporting tools
Practical experience of working in INGOs is preferable
IX. Required Skills
Candidates must be from or living in Somali, as they will be acquainted with the area and can communicate in the local language
Fluency in Somali required; proficiency in English preferred
Training and experience in taking accurate anthropometric measurements, including MUAC and edema
Experience in providing Family MUAC training to caregivers preferred
Strong organizational skills and attention to detail
Ability to take initiative and prioritize multiple tasks with minimum supervision
Good judgement and problem-solving skills, strong communication skills and documentation habits
Excellent interpersonal skills and the ability to work both independently and as a member of a team
