Context:

The Camp Coordination and Camp Management (CCCM) Programme sub-unit is integral to IOM Ethiopia’s emergency and post-crisis programme implemented with funding from various international donors. CCCM activities include support to authorities in the Coordination of protection and assistance of displacement-affected persons (including through Information Management), support to communities to participate and self-govern, and capacity building of relevant stakeholders. It also includes Site planning and Development activities, including site upgrades and maintenance, fire safety, accessibility, etc.

Under the overall supervision of the Head of Suboffice and the direct supervision of the Programme Manager (Camp Management & Camp Coordination (CCCM)) in Addis Ababa, the

Camp Coordination & Camp Management (CCCM)) Officer will assist with promoting adequate and community owned-delivery of services in sites/locations hosting Internally Displaced Persons (IDPs), under the Mekelle sub-office. Through monitoring and regular field visits, they will assist the concerned programme unit with the below responsibilities

Core Functions / Responsibilities:

  1. Facilitate the establishment/maintenance of an effective coordination system of service provision at site level, across IOM CCCM Mekelle Area of Responsibility (AoR) sites.

  2. Coordinate and help design required assessments at site/relevant geographic level, aimed at collecting information on services available, population needs and composition.

  3. In close coordination with Country Office CCCM Information Management, maintain theMekelle AoR CCCM information management systems, observing sector guidelines including sex- and age-disaggregation requirements. Share information with all relevant stakeholders, in a manner that upholds the principle of data protection and confidentiality.

  4. Facilitate accountability to and participation of affected populations across intervention locations, by helping to coordinate CCCM’s Complaints and Feedback Mechanism (CFM) system, training for community leaders, etc., with particular emphasis on meaningful inclusion of women, children, elderly and persons with specific needs into decision-making processes.

  5. Ensure that the displaced are aware of the assistance and services available in the site and how to access them.

  6. Provide information and guidance with respect to the clarification of roles and responsibilities among stakeholders in the camps, and support capacity building activities including in-person trainings, on-the-job coaching, etc.

  7. Monitor and coordinate with CCCM Site Planning & Development team on maintenance of site infrastructure and support the mobilization of site residents with a focus on accessibility, sustainability and community/local government ownership.

  8. Support CCCM procurement processes by liaising with procurement staff at sub and head office levels, providing inputs for Procurement Planning, monitoring open procurements through financial monitoring, and ensuring correct supporting documentation from the Programme side.

  9. Maintain appropriate links with national/local authorities, state institutions, civil society and other relevant stakeholders, including effective coordination and information exchange with them.

  10. Assist with the development of IOM camp management standard operating procedures as well as other strategic documents.

  11. Provide technical inputs for resource mobilization efforts as well as for meeting donor reporting requirements.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with two years of relevant professional experience; or

  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience with international organizations, in development, implementation and evaluation, and/or programme implementation and management;

  • Experience in Camp Coordination and Camp Management, relocation, cash for work, ES/NFI, and project management;

  • Familiarity with different project cycle steps and donor relations;

  • Experience in return and reintegration of vulnerable persons;

  • Experience working with a number of staff and multi-component programmes;

  • Experience working in hardship stations;

  • Solid computer skills, including proficiency in MS Office package (Office, Excel, PowerPoint, Outlook), internet and Email.

Skills

  • In depth knowledge of Camp Coordination and Camp Management guidance and tools,

  • Knowledge of working with Implementing Partners.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of either Amharic or Tigrinya is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
