Position: Project Finance Manager - BMMIII Programme

Salary: ETB 74,613.00 gross per month

Project Finance Manager

Role Purpose

The role is expected to make a major contribution to the effective financial delivery and management of the Better Migration Management (BMM) programme in Ethiopia, Uganda, and Sudan. The role will require a strong aspect of financial management, project management, risk and compliance and stakeholder management skills to meaningfully participate in the migration dialogue.

The role will lead to the effective financial management of the programme, overseeing and managing financial planning, systems, processes, control, budgets and policies. This role will report to the Regional Commercial Finance Manager -SSA but is expected to work with the Senior Programme Manager, Country Programme Managers and other diverse team members.

Main accountabilities but not limited to the following:

Financial management 

  • Lead financial planning, forecasting, cash flow, reporting and analysis to ensure accurate, timely and complete financial management of the project/contract budget on SAP. 

  • Evaluate the financial performance of the projects regularly, together with the Project Board, partner organizations and Regional Finance Team.  

  • Oversee all procurement focusing on documentation collation for vendor creation, coordination of purchase order initiation and goods release.  

  • For grant disbursement, support the teams on grant selection and management, payment of grants and capacity building in financial management for grantees. 

  • Maintain financial records and financial information in line with British Council information management standards and donor requirements.  

  • Ensure all systems and documents developed are in full compliance with British Council corporate standards and country legal and financial requirements.

Financial Reporting, Analysis, Monitoring and Invoicing

  • Establish and maintain a contract budget monitoring tool to enable accurate monitoring and reconciliation against the contract budget, to provide commercial forecasts and to respond to British Council and client requests and to ensure that the programme budget is not overspent. 

  • Lead monthly monitoring and reconciliation of project/contract budgets and work with the project team to identify and report risks and issues. 

  • Review actual project income and expenditure monthly; ensuring accurate reliable financial data is maintained in the finance system and the project financial management toolkit. 

  • Provide monthly commentary on the variances as part of the budget monitoring and planning process.  

  • Manage any financial modifications of the contract budget working with the country and regional team and the British Council’s costing and pricing model.

  • Produce monthly financial reports as needed, manage budget checks, and correct errors in postings, accruals and journals on SAP to ensure accurate data is maintained. 

Stakeholder engagement and Relationship management

  • Liaise with and act as an “outpost” of the country finance team to ensure an effective interface between project/contract and corporate financial systems. 

  • Build and maintain relationships with relevant stakeholders and partners, including the Project team, Financial Controller, Risk and compliance, Financial planning & analysis, Country Corporate Services, and Regional Commercial and Finance teams. 

  • Build and maintain productive relationships with external consultants, experts, suppliers, vendors and client desk officers/contract officers.   

Role-specific knowledge and experience:

Minimum requirements:

  • Bachelor’s degree in business, finance, or any other similar qualification

  • A minimum of 3 years of donor-funded experience and a cumulative minimum of 6 years of finance experience

  • Track record of the key finance function in international/multinational organisation in a similar context

  • Experience in managing the delivery of projects delivered through partners and/or using outsourced providers – through client/partner funds

  • Experience in procurement of services and goods and contracts

  • Stakeholder engagement and management

Desirable:

  • A recognized professional finance and /or accounting qualification (e.g. ACCA, CPA, CIMA, CIPFA)

  • Familiarity with GIZ/EU policies and procedures

  • Knowledge about grants, CSO financing, foreign donations rules and regulations

  • Technical knowledge and/or experience with SAP
