Project HOPE seeks an experienced professional to support to provide technical support and coordinate all activities related to Water, Sanitation and Hygiene under its Boeing funded project.

REPORTS TO:                   RMNCAH Team Lead (QHA) and Project HOPE’s CR

DUTY STATION:               Addis Ababa

 ACTIVITY BACKGROUND

USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, new born, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas. QHA's strategies and implementation approaches will help Ethiopia's government build responsive, resilient, and sustainable public and private healthcare systems. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in selected regions and woredas. The Activity, through funding support from USAID, is led by prime partner JSI and the sub partners are Project HOPE, Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), and Network of Ethiopian Women's Associations (NEWA) and will be implemented for the next five years from May 01, 2023 - April 30, 2028.

 DUTIES AND RESPONSILBILITIES:

JOB SUMMARY

POSITION SUMMARY:

The Emergency and critical care Advisor is a senior full-time staff of Project HOPE, under the USAID Quality Health Activity and the jobholder will be in-charge of overseeing Project HOPE’s overall technical areas of responsibilities within the consortium and will also supervise other program staff. S/he will oversee Project HOPE’s routine program coordination and deliverables and liaises day to day communications with the Prime and PH’s country office. Provides leadership and technical oversight for activities designated to Project HOPE. 

The position holder will Lead Project HOPE’s effort in designing tools, service improvement strategies, approaches in the areas of quality emergency and critical care services at the targeted sites. S/he also develops work plan, engage in program implementation, technical assistance, provide mentorship, supervision, M&E and periodic performance reporting to the prime. S/he also supervises the critical care specialist within this mechanism. The Advisor will closely work and collaborate with QHA technical and leadership team and other program staffs of Project HOPE to ensure smooth program implementation and compliance to sub agreement terms and conditions.  S/he will work closely with Project HOPE’s HR, Finance and Operational focal persons to regularly monitor and ensure effective functioning of the support systems/activities for the project. The position holder will be the primary lead person for all quality emergency and critical care activities with in QHA under Project HOPE.

He/she will receive overall technical guidance and direction from the PH`s Country Representative and deputy chief of party of QHA.

PRINCIPAL RESPONSIBILITIES:

  • Lead, coordinate and oversight the implementation of quality Emergency and critical care activities in QHA operational areas.

  • Develop annual plans and budget for quality Emergency and critical care activities.

  • Advise and ensure the implementation of the strategies to improve quality Emergency and critical care activities.

  • Design and ensure the implementation of quality CEmONC and NICU service improvement strategies, tools, and approaches at target sites.

  • Assist in the establishment of CSL (clinical skill labs) in selected training centres and designs tools and strategies to enhance skills and competency of health care workers in the project catchment area.

  • Identify training needs of quality Emergency and critical care including CEmONC, NICU health service providers and facilitate organization of related trainings.

  • Work closely with other project team to ensure integrated quality RMNCAH-N services are provided in the operation sites.

  • Work closely with the M&E team within the QHA, other program directors and technical backstops at with in Project HOPE country office and head quarters

  • Ensure the completion and submission of annual work plans and budget, quarterly reports and other deliverables.

  • Facilitate the documentation of best practices and lessons learned related to Quality emergency and critical care for program scale up.

  • Advise and actively participate in designing and executing quality emergency and critical care intervention studies.

  • Travel to regions to support field program activities and capacity building efforts.

  • Work closely with and advise the FMoH’s in developing or updating guidelines and SoPs

  • Carry out other duties as assigned by the RMNCAH team lead/QHA and project HOPE`s CR.

  • With support from the country representative of Project HOPE, serve as the primary point of contact for PH country office in all matters related to QHA; these include communications involving the head quarter of Project HOPE in matters related to work plan, budget, financial and program performance reporting.

  • Collaborate and Work closely with other PH`s team working on other projects related with RMNCAH- N thematic areas.

  • Supervise and mentors the critical care specialist other staffs working under the QHA mechanism.

  • Perform other functions assigned by the Country representative of Project HOPE.

Job Requirements

  • A Medical Doctor with MPH (Paediatrician/Obstetrician and Gynaecologist - preferred) with 10 years of relevant experience in new-born and maternal health, of which 5 years as higher level technical or programmatic oversight and supervision responsibility

  • Experience in different neonatal, maternal health capacity building and research development at different level.

  • Experience in practical fieldwork and supervision skills.

  • Previous implementation experience of USAID projects or related consortium partnership program implementation experience

  • Strong planning, organization, and supervision skills

  • Demonstrated experience working in Ethiopia.

  • Ability to think strategically and integrate diverse information from varied sources.

  • Strong technical and general writing skills

  • Proven track record of successful teamwork, good presentation/facilitation skills and excellent verbal and written communication skills required.

  • Knowledge on Microsoft Offices and other statistical software

  • Ability to travel to project operation sites nearly half (50%) of its time.
