International Medical Corps (IMC) Ethiopia mission is registered under the Agency for Civil Society Organization (Certificate Number 0730) and is a global humanitarian non-profit organization dedicated to saving lives and relieving suffering by providing health care training and medical relief programs worldwide. International Medical Corps is a private, nonpolitical, nonprofit, nonsectarian organization with the organizational flexibility to respond rapidly to emergencies as well as to developments.

The senior GBV Officer is a key team member of International Medical Corps, and will oversee the overall day to day of GBV prevention and response interventions, including case management/psycho-social support, community mobilization for GBV prevention, capacity building and coordination with other sectors and actors in Gambella refugee camps in Ethiopia.  Under the direct supervision of GBV program manager/deputy manager,     The Senior GBV Officer, based in Gambella camps, will supervise 2 GBV response officers and 1 community mobilization officer. The senior GBV officer will provide ongoing supervision, mentoring/coaching for team members to ensure that the goals and objectives of the program are met in a timely and effective manner, that the approach to program implementation is participatory, that team members receive appropriate support and that a positive team spirit is fostered encouraging innovative and quality programming.

 RESPONSIBILITIES

Primary Responsibilities

·         Coordinate and monitor  the overall implementation of GBV program activities in the camp  based on established indicators, including collating and analyzing data and information for reporting;

·         Supervise and  support  the day to day  activities  including case management/psycho-social support, follow-up and advocacy to meet  beneficiaries needs ,  community mobilization to prevent GBV risks, build community capacity to prevent and respond to GBV incidents;

·         Provide on-going direct supervision  to GBV staff, including assisting in the development of individual work plans for GBV staff;

·         Develop and monitor program plans, including activity, procurement and spending -  related to GBV prevention and  response activities;

·         Ensure safe and ethical GBV data collection and sharing based on agreed procedures and protocols;

·         Conduct regular meetings with team members and community members to assess progress toward objectives, discuss issues and assist in finding solutions to challenges identified;

·         Ensure timely submission of  activity reports on weekly, monthly and quarterly basis and ensure proper filing;

Human Resource Management & Capacity Building

·         Assist in the recruitment and  training of GBV staff and refugee volunteers;

·          With support from IMC HR, conduct staff performance evaluations for all GBV staffs  in Gambella  in a timely manner;

·         Work with HR to ensure accuracy of all GBV program job descriptions  for staffs and their responsibilities;

·         In collaboration with GBV program manager, design and monitor capacity building strategies for all GBV staffs in Gambella;

·         Ensure staff support and debriefing processes are in place, and that staff safety planning is conducted and regularly updated;

·         Develop, implement and promote effective team communication techniques and systems, including regular senior staff meetings;

 Coordination & Collaboration

·         Develop and maintain effective working relationships with all relevant stakeholders including ARRA, UNHCR, UNFPA, other partners and  community members in Gambella camp,

·         Mobilize stakeholders to participate in  GBV coordination and risks mitigation   meetings;

·         Collaborate with other IMC sectors and operations personnel to ensure that the program is properly supported and that all project-related operational activities are conducted according to IMC  HR, Logistics, Finance and other policies and procedures;

·         In collaboration with the GBV program manager, promote and represent the interests of the GBV program with regards to all relevant stakeholders;

Job Requirements

Knowledge, Skills, and Abilities:

·         Bachelor degree  in sociology, social work or Reproductive Health or related experience

·         Background in SGBV, Human Rights and/or Protection.

·         Experience in providing  training

·         Experience working with communities through community entry,  mobilization and dialogue

·         Previous experience living in a hardship environment;

·         Fluency in English is required

·         Language ability in Somali required; May May strongly preferred; 

·         Comfort in living and working in the Dolo Ado area, including daily work in refugee camps.
