Job Summary
This position is a managerial position in IMC Ethiopia Dollo Ado field office. The position holder will work under the direction and support of the Dollo Ado Field Office Programs Coordinator and with close technical support and follow-up from MHPSS Coordinator at the country office. The position holder is responsible for both technical and managerial role of the MHPSS sector, and dedicated to, manage and coordinate the planning, implementation, and evaluation processes of mental health and psycho-social support (MHPSS) programs of the International Medical Corps in Dollo Ado South Sudanese refugee camps. S/He will represent IMC in Dollo Ado and all refugee camps for mental health and psycho-social support interventions.

Job Responsibility 

1.       Support for Program Development

  • Regularly assess new developments and needs in Gambella during field visits including new gaps and potential areas of intervention in Mental Health and Psycho-social support interventions.

  • Assist the Gambella field office program coordinator to identify potential areas for new projects and prepare concept notes and project proposals (in collaboration with Addis-level technical managers)

2.       Program Implementation, logistics and budget management

  •  Ensure that the MHPSS interventions are appropriately integrated in the refugee camps.

  •  Ensure IMC MHPSS care standards and protocols are met, national health policies and strategies are respected and other relevant project management issues including donor requirements are properly addressed.

  • Provide technical leadership and guidance during the planning, implementation, monitoring and evaluation of MHPSS service project activities in the Gamblla refugee camps from the inception to the close out stages

  • As a lead technical person; mentor, couch and lead the technical competence and capacity of senior MH officers assigned in each refugee camp

  • Assist the field office coordinator to address the logistic issues in relation to programmatic supplies for MHPSS (collaborating with Gambella IMC logistics and finance departments, government and UN agencies)

  • Assess medical Grant In Kind (GIK) needs and collaborate with IMC Addis GIK team, to import and transport medical GIKs to IMC sites

  • Help in staff recruitment, training, performance monitoring and HR management and ensure that standards and protocols are adhered and implemented.

  • Review program budget and ensure if there is regular alignment of budget versus expenditures.

  • Ensure smooth phase out in each project areas during project phase out period.

3.       Reporting and M/E

  • Provide updates and regular reports on MHPSS to Country Office (Addis), UNHCR, and RRS at the Gambella coordination office level.

  • Assist the Gambella MEAL and field office Coordinator to compile the refugee-based reports and provide high-level regular reports and updates to the Addis-based management team.

  • Support the camp-based team to establish reporting systems and data flow mechanisms and ensure proper functioning of the systems for regular assessment, monitoring and evaluation of the projects against its objectives and expected results.

4.       Representation

  • Represent the organization during MHPSS technical meetings at Dollo Ado level with RRS, UNHCR and other partners.

  • Liaise and represent IMC in relations with RRS and UN agencies, donor agencies, and other partner NGOs in MHPSS-related coordination meetings and provide minutes of such meetings.

5.       Capacity Building and Coordination

  • Capacitate senior MHPSS officers and MHPSS officers at the refugee camp level to enable them to provide high-level performance during planning, implementation, and reporting.

  • Facilitate the development/adaptation (national protocols) of different MHPSS and related manuals and guidelines including training follow-up.

  • Liaise with the country office technical coordinators and other collaborating partners to ensure appropriate skills at camp-level implementation sites so as to realize improved coverage and efficiency of the program.

  • Identify training needs and make a capacity development plan for the technical officers.

  • Conduct critical evolutions of all aspects of the health program and identify areas of concern or problems. Submit workable solutions for any problems found.

  • Other activities as per given by supervisor   

Additional Tasks:

  • Collaborate with other actors working in the target community.

  • Be flexible and be able to give assistance with different activities not included in this primary job description.

  • Implement other MHPSS related activities as per direction from immediate supervisor (Gambella field office manager) and technical supervisor at Addis Ababa IMC office

Job Requirements

  • MSc/BSc degree or above in mental health/Psychiatry or clinical psychology or other related field of study.

  • Two years’ relevant experience on clinical and two years on program implementation on MHPSS.

  • Experience in facilitating psychosocial activities.

  • Knowledge on national and international guidelines, protocols and strategies on MHPSS.

  • Excellent training experience and skills, including on the job and formal training

  • Ability to work with a broad spectrum of people from different cultural backgrounds

  • Excellent communication skills

  • Extremely flexible with ability to cope with stressful situations and challenging conditions with limited resources

  • Must be able to write proposals, technical reports for donor and potential partners and meet reporting deadlines

  • Contribute to a positive International Medical Corps team environment

  • Excellent interpersonal and communication skills, and ability to work in a multi-cultural environment.

  • High level of confidentiality and integrity
