BACKGROUND AND PURPOSE OF THE ASSIGNMENT

In the past two years, WFP Ethiopia operations have significantly expanded, and with the expansion of the operations, there has been a significant increase in logistics operations, especially with the ongoing conflict in the northern part of the country. In response to the Northern Ethiopia Emergency response, there has been a need for WFP to increase its trucking capacity since it has been facing challenges with the local capacity that was inconsistent. To ensure timely delivery to the increased number of beneficiaries across Ethiopia, WFP needed to have a reliable consistent trucking capacity in-country. As part of its efforts to address the trucking challenges in Ethiopia, WFP currently operates a fleet of 265 trucks, with a target of more than 550 trucks, inside the country to support the transport requirements whenever and wherever commercial transporters are unable to operate. Most of these trucks are also being mobilized to support the Northern Ethiopia emergency operations through multiple corridors.

Under the overall supervision of the Head of Logistics and direct supervision of the Head of Fleet, the incumbent is responsible for coordinating Fleet operations in accordance with WFP Procedures, Normative Guidelines & Business Rules.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Manage and monitor the performance of the trucks/trailers to achieve maximum utilization, Vehicle Routing & Scheduling for the timely deliveries of both Food and Non-Food-Items for Operational needs.

  • Carry out Scheduled Maintenance & Repair, Overhaul, Reconditioning, and Modifications, in the most efficient manner with the ultimate objective to ensure that all vehicles are maintained to a high standard and in roadworthy condition.

  • Responsible to oversee the Materials Management aspect of the operation and in particular the controlling, justification and issuance of Spare Parts, tires, lubricants & Consumable Materials at the Area offices and Sub offices level.

  • Responsible for forecasting and requisitioning of spare parts: Preparation of orders for spare parts/tires and materials required for the operation and submit these requests for the approval of the Fleet Manager

  • Ensure that proper Workshop Administration, record keeping & vehicle History Records are well maintained via the Fleet Management System for all AOs and SOs.

  • Directly manage WFP Staff and Drivers/convoy leaders to ensure that they report on time and work efficiently.

  • Responsible to Manage and ensure that all reports and information as required by the Organization are produced promptly and on a timely basis. Additionally, analyze the information and quality of the report prior to distribution.

  • Responsible for forecasting and requisitioning of spare parts: Preparation of orders for spare parts/tires and materials required for the operation and submitting these requests for approval.

  • Responsible for the Management of POL (Petroleum, Oil & Lubricants) to ensure that the quality/quantities of the supply of fuel & lubricants are in accordance with standards set.

  • Ensure that all Repairs & Maintenance performed to vehicles/machinery is in accordance with the required standards established to achieve maximum reliability with minimum downtime and quality Workshop Management maintained.

  • Implement Best Practices established and ensure that KPI’s (Key Performance Indicators) are maintained with parameters set.

  • Ensure that minimum Health and Safety requirements are met in full, together with considerations for environmental needs.

  • Responsible to ensure that all staff (Persons Reporting) carry out their duties in accordance with their Job Descriptions set.

  • Continuously collect and collate valuable data or information relating to improvements required for Standardization and Development purposes for Fleet Management and communicate this information to other staff in the Fleet.

  • Share experiences gained with other staff members and strive towards creating good team building and harmonious atmosphere.

  • Travel occasionally, as required.

  • Any other duties as requested.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

  • Minimum of 5 years of relevant postgraduate professional experience in Supply Chain. 

  • Experience in commercial or humanitarian transportation sectors.

  • Experience working with corporate systems (databases, software).

  • Experience in writing, preparing reports and presentations.

  • Good analytical skills, resourcefulness, initiative, tact and ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.

Language: Fluency in both oral and written communication in English.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Good Understanding of WFP Supply Chain processes, systems and tools.

  • Comprehensive understanding and good working knowledge with database management system for stock control/procurement software package.

  • Extensive experience gained using a computerized Fleet Management System, preferable although not a requirement.

  • Experience gained in logistics and fleet field is considered an asset.
