About Ethiopian Catholic Church Social and Development Commission Branch Office of Harar (ECCSDCBOH)

The Ethiopian Catholic Church Social and Development Commission Branch Office of Harar’s mission is the spiritual development of society, ensure growth and self-reliance through evangelization, awareness creating and capacity building and to work with the most vulnerable communities to help them respond to and recover from humanitarian crises, and to assist them to build transcendent solutions to mitigate poverty and vulnerability.

ECC-SDBCBOH is a Catholic Church based NGO which is registered as Ethiopian resident’s charity organization. ECC-SDBCBOH is operating and implementing its various social and development programs since 1987 in several Woredas and kebeles of East and West Hararghe and Fentale woreda of East Shoa zone of Oromia Region, Shinlle, Gode and Jijijga zones of Somali National Regional State, Dire Dawa administration and Zone 3 of Afar regional state.

ABOUT THE POSITON:

The purpose of this position is to manage, strengthen, and provide strategic direction to ECCSDCBOH Ethiopia’s Resilience Food Security Activity (RFSA) MEAL system implementation, ensuring cross-learning in MEAL among woreda MEAL experts and to build capacity of Woreda MEAL staff.

She /he will provide technical expertise and leadership to generate and analyze quality evidence and data through monitoring, assessments, and evaluations.  The MEAL manager will also work closely with CRS program teams and partner staff to develop high quality monitoring systems and tools that address indicators set out in project proposals. He/she will ensure that learning from projects is systematically captured and used throughout the country program. He/she will also take learning needs into account, and develop and conduct capacity building for MEAL and program staff, with support of Institutional MEAL and CRS MEAL.

The MEAL manager is expected to have a high level of self-initiative and use critical thinking skills to identify and fill gaps.  She/he should have the ability to work sensitively and positively with programming teams and promote a learning environment.

Specific Responsibilities:

  • Lead on the roll- out of RFSA MEAL system, ensuring accountability to donors and beneficiaries.

  • Promote all aspects of MEAL to support the creation of an organizational culture which prioritizes quality programming.

  • Build strong relationships with colleagues and provide support as required to ensure MEAL system is understood and supported.

  • Work closely with the program teams to ensure that MEAL becomes an integral element of project implementation leading to enhanced quality, accountability, management and impact.

  • Manage the MEAL team to ensure that the MEAL system operates effectively with the support and resources required and that there are clear links and reporting lines between ECCSDCBOH woreda and HQ offices and CRS.

  • Define expectations, provide leadership and technical support as needed so that MEAL staff are able to perform their roles as required

  • Manage the performance of direct reports in the MEAL unit through performance management, coaching, mentoring, training and development.

  • At the organizational level, devise and manage a MEAL training program with the goal of increasing capacity and awareness of MEAL for all staff.

  • Make sure that activity implemented are reported timely with the required quality standard, and also make sure that the report is entered in to compare.

  • Ensures external accountability to donors through the implementation of timely and quality MEAL activities leading to timely and accurate reporting. 

  • Ensure that transparent high quality accountability mechanisms, including beneficiary feedback and response mechanisms, are in place and are regularly monitored and evaluated.

  • Ensure effective monitoring and improvement of intervention quality within the RFSA.

  • Conduct field monitoring visits events frequently with project teams and implementing partners

  • Provide feedback to senior project and MEAL staff to improve the overall MEAL system and ensure quality implementation of MEAL activities. 

  • Guide and support the implementation of MIRA activity.

  • Ensure the implementation of collaboration, learning and adaptability are implemented, and ensure CLA is used for program development.

  • Guide staff in responding to feedback raised by RFSA participants and stakeholders in a timely manner.

  • Support MEAL and programming teams to develop strong project tracking, record keeping and filing methodologies for all activities.

  • Work with MEAL and IT staff to maximize the value and utility of ICT4MEAL initiatives.

Qualifications:

Job Requirement

  • MA/MSc, BA/BSc in Statistics, Monitoring, Evaluation and Learning or related field.

  • At least Ten years of managerial experience with an NGO, in addition to significant MEAL experience

  • Familiarity with principles and current approaches to MEAL in development programs using both quantitative and qualitative methods.

  • Experience with participatory MEAL systems.

  • Experience in conducting quantitative and qualitative assessments and surveys.

  • Experience with facilitation, capacity strengthening and partnership building, with the capacity to empower staff through opportunities for growth & development.

  • Ability and willingness to transfer knowledge through formal and informal training.

  • Supervisory experience, management and team building skills.

  • Excellent planning and organization skills.

  • Flexibility to work both in a team and independently.

  • Cultural sensitivity, patience and flexibility.

  • Demonstrated personal accountability and driven to serve others.

  • Fluency in English, Amaharic and Oromifa (written and spoken).

  • Excellent oral and written communication skills, ability to work well with people, good judgment and commitment to ECCSDCOBH’ mission.

  • Willingness to frequently travel.
