Position: Cluster Coordinator (CCCM)
Job Type: Contract

Under the overall supervision of the Head of Programmes and direct supervision of the Emergency & Post Crisis Programme (EPC) Coordinator), the successful candidate will be responsible for facilitating Camp Coordination and Camp Management (CCCM) initiatives and contributing to the development and maintenance of a strategic vision and operational response plan.
Facilitate a harmonized and coordinated multi-sectoral response across the country by contributing to the development and implementation of a cluster strategy in coordination with cluster partners and relevant authorities. Represent CCCM in the Inter-Cluster Coordination Group or relevant body.
Develop and/or maintain a cluster structure across the areas of interventions, ensuring proper coverage and efficient reporting lines; set up coordination mechanisms, such as meetings, working groups, etc. both at the local and national levels.
Contribute to cluster planning at the national level with regard to the development of response activities, and contingency planning including “exit”/transition strategy and action plans for the cluster; ensure the response plan is updated regularly according to evolving needs and that it establishes measurable performance indicators.
Undertake capacity mapping and gap identification exercises to contribute to the development of a capacity-building plan for the sector, together with cluster partners and relevant authorities.
Closely coordinate with cluster partners and ensure proper communication and information flow; monitor cluster partners' activities and provide guidance and training as required to build their capacity.
Organize joint field missions, needs assessments and analysis among cluster partners and participate in joint inter-cluster needs assessment exercises as appropriate to ensure that identified needs, gaps and priorities are as evidence-based as possible.
Facilitate discussion and agreement on the development and rollout of common standards and tools among cluster partners.
Promote awareness of and adherence to relevant policy guidelines, codes of conduct and examples of good practice by all cluster partners, taking into consideration the possible need for local adaptation both in terms of language and content.
Promote and facilitate the integration of cross-cutting issues such as age, gender, environment, etc. in every phase of the planning and implementation of CCCM activities.
Supervise, mentor and build capacity of CCCM staff.
Undertake duty travel relating to CCCM activities as required.
Perform such other duties as may be assigned.
Education
Master’s degree in Humanitarian Affairs, Development Studies, Political Science, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional experience.
Experience
Experience in CCCM Cluster Coordination, programme coordination, including operational experience in the field of CCCM, Shelter, Displacement Tracking Matrix (DTM) and other relevant areas in natural disaster/post-conflict/emergency situations.
Demonstrated technical expertise in relevant thematic areas particularly protection mainstreaming strategies, inter-cluster coordination, inter-agency collaboration, and protection mainstreaming strategies.
Previous experience in Cluster systems with Humanitarian Organizations.
Experience in liaising with governmental authorities, national/international institutions, Non-Governmental Organizations (NGOs) and local communities in a multi-cultural setting.
Familiarity with financial and administrative management, preferably in IOM or UN Agencies.
Skills
Good knowledge of project development, management, and evaluation concepts and procedures;
Excellent managerial, communication, analytical, and organizational skills:
Excellent interpersonal skills including negotiation, relationship management, influencing and networking;
Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds; and,
Good level of computer literacy.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written).
The proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
