Job Description

I.     JOB SUMMARY:

The Advisor-Economic Strengthening and Gender (EGA) for FUTURE PACKARD supported project will lead the quality design and implementation of initiatives that address women empowerment and gender equality issues, reduce barriers for SRH and family planning and improving access to family planning services.  S/he will be responsible for building the partners capacity in understanding and applying both economic/Livelihood and gender and family planning approaches, tools, and best practices.  It is envisioned that this will first be achieved through a hands-on approach that will require outstanding skills in planning and facilitation of training workshops, coaching and mentoring, and an ability to influence and facilitate change through high level interpersonal and communication skills.  The EGA will work closely with other technical advisors, Partner staffs, government relevant sectors    and program staff to ensure program quality and impact in line with the FUTURE project goals and objectives. 

II. RESPONSIBILITIES AND TASKS

Job Responsibility #1:  Program planning and implementation,

  •  Develops and designs concepts, and inputs into problem identification, causal and problem analysis to support operationalization of economic strengthening and gender strategies and plans.

  • Participates in the projects detailed implementation plans (DIP), at the start-up and annual reviews, to ensure Economic strengthening and gender responsive project planning.

  • Supports definition of areas (and appropriate methodologies) for the FUTURE project’s engagement in at economic strengthening and gender.

  • Participate or familiarize the implementation strategies, methods and guidelines for sustainable livelihoods and women empowerment interventions.

  • Facilitates the adoption and implementation of Economic Strengthening and Gender related to Family planning National guidelines, international standards, and donor’s protocols.

% of Time:  35%         

Job Responsibility #2:  Capacity Building and Technical Support 

  • Capacitate the project field teams and partners staff to mainstream and adopt organizational core value, policies and procedures and program approaches (e.g. Economic Strengthening, GED standards and principles) and ensure these are clearly understood and adhered to in the daily functioning of the field offices.

  • Organize, lead or promote the implementation of identified capacity building activities.

  • Where needed, identify resource persons from within CRAE of partners to address needs.

  • Facilitate or strengthen different forums in the program areas.

% of Time:  20%         

Job Responsibility #3:  Networking and Representation 

  • Establishes and maintain productive relationships with other actors.

  • Represents CARE and contributes, Economic strengthening, Gender and family planning related forums and discussions at different levels.

  • Work with SRH units, PQL staff and others to scale up the good practices and draw lessons from others;

% of Time:  15%

Job Responsibility #4:  Learning, Documenting and Sharing 

  • Initiates research/studies and share results for wider audiences in and outside CARE to enhance program quality;

  • Liaison with different programs in Oromia and other country national programs around gender VSLA, microfinance, family planning, Natural resources management and agricultural marketing.

  • Keeps up to date with developments in the sector, including best practice examples within the country and internationally, and ensures ongoing personal development and learning.

  • Ensure the communication of micro finance and Agricultural Marketing concepts and procedures within the organization, with partners and other stakeholders.

  • Identify/ extract good practices and learning areas related to Economic Strengthening and n Gender  for further program impact

  • As appropriate record and document lessons from program processes and achievements

  • Share good practices and learning’s to CARE and relevant partners.

  • Organize forums and experience learning visits to extract/share success stories and challenges.

  • Prepares reports as deemed necessary.  

% of Time:  25%  

Job Responsibility #6:  Perform other duties as assigned.

% of Time:  5%

III.      PROBLEM SOLVING (THINKING ENVIRONMENT)

While the incumbent will face all three levels of  problem-solving, the biggest challenges belong to category number three.  The incumbent must use interpersonal skills to pick and choose the right strategy to address a given problem and also has to deal with variable solutions, which need analysis, problem definition and development of alternative solutions.   This position is to increase the project’s and Field Offices' capacity to think, analyze, plan and operate more strategically in terms of addressing the underlying causes of vulnerability, food insecurity and the implementation of initiatives that will enhance food insecure household’s and particularly food insecure women’s capacities in savings and loans, income generating activities, asset building and grain bank management that will assist them to cope with shocks, including grain price shocks.  This will require an understanding and use of different tools and programming approaches for identifying

  • Demonstrated commitment to principles of Gender Equity, Diversity, Inclusion and PSEAH (safeguarding), as evidenced in previous positions / programming

Job Requirements

IIV. QUALIFICATIONS (KNOW HOW)

A) EDUCATION/TRAINING

Required:

  • Master’s Degree BSc and equivalent experience in international development field of study directly related to agricultural development, food security, micro finance or a related field. 

Desired:

  • Academic experience and familiarity with issues related to Livelihood economy and Gender in family planning related with Ethiopia. 

B) EXPERIENCE

Required:

  • 5 years of relevant experience with the first degree and 4 years of relevant experience plus post graduate degree in development of rural livehood programs, food security interventions, SRH/families planning and program management.

  • At least 1 year of management experience.

  • NGO experience is a plus

Desired:

  • Significant exposure to projects involving networking and multiple partnerships, particularly related to food security issues, good governance/democracy and advocacy;

  • Experience in the design and delivery of micro finance programs in rural areas and the Village Savings and Loan Association methodology;

  • Working knowledge of programming in chronically vulnerable environments. 

 C) Technical Skills 

Required:

  • Proficiency in verbal and written English, report development, strategic and operational planning, budget planning and management, monitoring and evaluation,

  • Proficiency in standard office software package;

  • Demonstrated leadership ability to inspire and empower others

  • Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders;

  • Firm belief in teamwork, gender equality, and conceptual understanding of participatory approach and sustainable development.

Desired:

  • Knowledge of local languages/Oromifa;

  • Skills in organizing and facilitating training events;

  • Expertise in one or more of the following program areas: nutrition/health, water/santitation, income generation, education or HIV/AIDS, especially with a rights-based approach (RBA) focus. 

D) Competencies

  •  The incumbent is also expected to maintain good working relationships with CARE staff in all field offices and at CARE Addis Ababa to promote and ensure complementary of development efforts and synergy of results.
