About Action Against Hunger
Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 7 countries: Ethiopia, Haiti, Kenya, Somalia, South Sudan, Tanzania, Uganda and Action Against Hunger-USA has over $55 million in programs, and approximately 1,600 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated.
Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 6 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, Tigray, and Gambella) with a portfolio of 31m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 900 staff in 23 regional and satellite offices. Our main donors in Ethiopia in 2021/2022 are USAID/BHA, BPRM, EU/ECHO, SIDA, CIAA/CDCS, GFFO, UNOCHA/EHF, UNHCR, UNICEF, WFP, and The Netherlands (Dutch) Government and others.
I. Position Summary
The Nutrition Centric Humanitarian Development and Peace Triple Nexus (NHDPN) is a holistic approach to addressing the Complex interplay between humanitarian, development, and peacebuilding interventions in Ethiopia. It integrates humanitarian response with longer-term development efforts to build resilience and reduce the impact of future crises. Action Against Hunger is currently working with the Ministry of Health to support the ongoing discussion on HDP with some tangible deliverables. To support this initiative, the organization will hire an experienced, well-qualified, and independent professional who will be taking the agenda to the desired goal. This person will be seconded to the MoH and works very closely with the team at Sekota Declaration of the MoH Nutrition wing. The person spends 3 days per week at MoH office and 2 days per week at the Action Against Hunger office. The person is expected to provide a clear and detailed weekly work plan and report to both his/her line manager at Action Against Hunger and MoH in a regular manner.
The Technical Advisor’s purpose, engagement, and expected delivery are:
Purpose:
The Technical Advisor (TA), under the direct supervision of Action Against Hunger and functional leadership of the Federal Ministry of Health, she/he provides full technical leadership, coordination, facilitation, and networking to produce situational analysis (SA) report, operational guideline (OG) and implementation roadmap on Nutrition Centric Humanitarian, Development and Peace Nexus (NHDP-N) in a maximum of six Months period.
Engagement:
The TA is expected to closely work with MoH, the advisory team (AT), and the technical working group (TWG) designated for the development of NHDP-N OG and IS in collaboration with other like-minded groups, networks, associations, and individual partners.
Delivery:
The TA will be responsible to deliver all the expected activities under this assignment in a timely and quality manner. The situational analysis, operational guidelines, and implementation roadmap are the key program documents that are expected to be delivered in this project.
II. Essential Job Duties
Provision of technical assistance to the Ministry of Health on Nutrition centric HDP nexus
Leadership on the development of NHDP-N situational analysis, operation guideline and implementation roadmap
Coordination and partnership with organizations, networks and others that have shared role in the enhancement of the discussion on NHDP nexus to more tangible outputs and program guidance
Communication and Networking both externally with all agencies and networks as well as internally with the ACF and Ministry of Health
Facilitation and guidance on design and validation workshops, coordination meetings of the TWG and AG
Liaising and representation of ACF and MoH on this topic
Documentation, compilation and reporting of the process and specific deliverables
III. Expected results and activities
Result 1: designated advisory team (AT), Technical Working Group (TWG), individual consultant and collaborators received full technical support;
Key activities & responsibilities to achieve result 1:
Under the leadership of MoH, establish functional governance, networking and partnership with designated team, groups, partners, networks and association;
Develop specific proposal and calendar to communicate and coordinate designated team, groups, partners, networks and association;
Engage at workshops, meetings, and forums in relation to HDP-Nexus held both physically and virtually;
Actively participate on the establishment of AT and TWG for the purpose of NHDP-N;
Document and update contacts of designated teams, groups, networks and associations;
Result 2: facilitate specific workshops, meetings and forums for the development of the NHDP-N at national level;
Key activities & responsibilities to achieve result 2:
Develop terms of reference (ToRs) for every workshops, meetings and forums ahead and facilitate its approval;
Develop and disseminate invitation letters to targeted individuals, teams, groups, networks and associations timely and make sure their response/feedback;
Determine and book venues and hotels for workshops, meetings, and/or forums in collaboration with the organizer (Action Against Hunger and MoH)
Prepare tailored welcoming, opening, and closing keynotes speeches for honorable guests in collaboration with organizers (Action Against Hunger and MOH)
Prepare workshop, meeting, and/or forum agenda and schedule in collaboration with organizers (Action Against Hunger and MOH)
Moderate sessions in accordance with the agenda of the workshop, meeting, and/or forums;
Document and report key discussion points and way forwards;
Share minutes and reports to respective organizations, individuals, and teams/groups in time;
Follow action points and pre-position action points to be reviewed at the designated platform;
Result 3: coordinate the technical efforts of likeminded organizations, networks, and associations/teams/ groups;
Key activities & responsibilities to achieve result 3:
Map technical efforts regarding humanitarian, development, and peace nexus in the country and abroad;
Under the leadership of MoH, establish functional coordination mechanisms with designated team, groups, partners, networks and associations;
Set specific coordination mechanism and calendars with designated/mapped collaborators;
Establish smooth relationship with designated collaborators including securing norms/bylaws among TWG/AT for effective coordination;
Provide regular reminders and feedbacks to have full coordination efforts and engagement of collaborators;
Result 4: facilitate the process of producing the NHDP_N situational analysis (SA);
Key activities & responsibilities to achieve result 4:
Develop a proposal to produce situation analysis report by external consultant in collaboration with designated team, groups and or individual partners;
Develop a terms of reference (ToR) to hire a consultant to conduct situational analysis on HDP-Nexus in collaboration with hiring organization (Action Against Hunger) and MoH;
Support the BID process to hire a consultant with hiring organization (Action Against Hunger);
Develop SA tools in collaboration with the consultant, AT and TWGs including other collaborators;
Closely follow the situational analysis data collection, data quality, analysis and production of the SA report in timely bases;
Communicate targeted organizations, networks, associations and individual partners to seek further inputs, comments and feedbacks on the SA report;
Organize workshops to validate the SA report with likeminded organizations, networks, association and individual partner in collaboration with MoH and Action Against Hunger including AT and TWGs;
Ensure the incorporation and proper compilation of the SA report according to the inputs given;
Result 5: Facilitate the process of developing the NHDP Nexus OG and IS outline properly in time;
Key activities & responsibilities to achieve result 5:
Develop a proposal and ToR for recruitment of consultant
Hire consultant in collaboration with ACF and MoH key staffs for the development of NHDP-Nexus OG and IS documents outline
Work closely with the consultant while developing the outline of the NHDP-Nexus OG and IS
Communicate AT and TWGs and other likeminded partners to get inputs on the draft outline developed by the consultant before endorsement;
Follow up and ensure the quality of the outline developed by the consultant by conducting rigorous review and discussions with the AT and TWG;
Communicate targeted organizations, networks, associations and individual partners to seek further inputs, comments and feedbacks on the outline;
Organize workshops to validate the outline with likeminded organizations, networks, association and individual partner in collaboration with MoH and Action Against Hunger including AT and TWGs;
Ensure the incorporation and proper compilation of the final outline according to the inputs given after the validation workshop;
Organize a kick-off workshop to start the development of the NHDP_N OG and IS using internal capacity;
Result 6: Lead and facilitate the process of developing the NHDP-N OG and IS;
Key activities & responsibilities to achieve result 6:
Revise and amend the ToR developed for AT and TWG to get full engagement on the development of the NHDP_N OG and IS
Qualify the outline developed by the consultant with AT and TWGs towards the materialization of the HDP-N on nutrition programming in Ethiopia;
Develop work plan (WP) to engage designated AT and TWGs on the development of the OG and IS in terms of timetable and scope of the work
Get amendment of the WP from MoH and Action Against Hunger to get full support and collaboration to operationalize it.
Organize required meetings/workshops to ensure engagement and being on the same page with AT and TWG members toward the development of the OG and IS;
Establish a communication platform to engage AT and TWGs on the WP;
Organize workshops to get inputs and validation on the development of the OG and IS in consultation with MoH and Action Against Hunger;
Facilitate the final validation of the OG and IS and roll out the kick-off workshop in collaboration with MoH and Action Against Hunger
Result 7: provide full technical support on the development of the NHDP-N OG and IS in time;
Key activities & responsibilities to achieve result 7:
Take the development of quality OG and IS as full responsibility of the TA;
Explore different internal and external experiences on the development and quality of OG and IS of HDP-N;
Participate and share lessons with other platforms, groups, and networks that have similar missions, like the HCT-DPG HDP Accelerator group;
Provide critical guidance for TWG while contributing to the OG and IS development process;
Maintain the logical flow and editorial issues of the OG and IS;
Compile every input given by a designated team, group, network, and/or association including individual partners on the OG and IS;
Suggest/propose the outlook, content, graphics, and related issues of the OG and IS before going to publication;
Result 8: provide full technical support and facilitate the development of the rollout strategy of the NHDP-N OG and IS;
Key activities & responsibilities to achieve result 8:
Draft the rollout strategy through brainstorming with AT and TWGs including MoH and Action Against Hunger;
Communicate with likeminded organizations, teams, groups, networks, and or associations to get further inputs on the rollout strategy;
Facilitate a workshop organizing to validate the roll-out strategy in collaboration with MoH and Action Against Hunger.
III. Supervisory Responsibilities
Direct responsibility for following up and supervising consultants as per the work plan and Action Against Hunger’s regulation for service procurement.
IV. Fiscal Responsibility
Full responsibility for tracking costs and managing the budget allocated for this initiative making sure the donor’s and Action Against Hunger’s financial rules and regulations are followed.
V. Physical Demands
While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with interruptions.
To travel to the field (It is very limited for this role, but if needed), the employee must attest to a level of physical fitness capable of enduring physically difficult, highly stressful situations which may include the necessity to walk long distances, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

VI. Working Conditions, Travel, and Environment
The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by contact with the missions, mission security, or other obligations.
In case needed, must be able to travel as required for standard domestic and international business travel as well as to the sub-offices if appropriate. While visiting sub-offices, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

VIII. Required Qualifications and Professional Experience
Academic Background: Advanced degree in health and or nutrition and or social science and or management. Minimum 5 years direct experience for Ph.D. holders; Minimum 10 years’ experience for applicants with Masters.
Experience: Direct experience in health and nutrition policy, strategy and guideline development works both in humanitarian and development contexts; engagement in peacebuilding programs at national, regional, and international levels.
Progressive engagement in leading and contributing to national, regional, and international level networks, platforms, and associations on humanitarian, development, and peacebuilding agendas (the triple nexus).
Good knowledge of the context in Ethiopia and other countries in similar situations.
Practical experience working both in INGOs and GOs will have an added value

Strong interpersonal skills and ability to clearly communicate, facilitate and represent creating professional networking at higher levels;
Fluency in both English and Amharic
