Job Description
Children Believe Fund (CBF) is a child-centered, community-based international development organization devoted to addressing the needs of children, their families and communities by implementing programs including education, early childhood and development, health & nutrition, sustainable livelihood development, child protection and gender equality in different parts of Ethiopia. Currently, CBF wants to hire an external consultant to conduct End-Term Evaluations for a strategic period lasting four-year (2019-2022) programs before beginning with a new strategic phase, in Oromia (Arsi Negele Woreda) and in Southern Ethiopia (Wolayita Sodo Zuria).
Description:
The end-of-term review offers an opportunity for CBF to 1) engage key stakeholders in discussions over achievements, lessons learned, and adjustments required in response to an evolving development landscape and changing national policy environment for NGOs; 2) systematically examine the relevance, effectiveness, impact and sustainability of CBF programs in advancing its mission and meeting its program priority targets across each of the programs; and 3) Inform strategic priority-setting and the development of instruments such as a refreshed organizational theory of change.

Qualifications:
Consultants Qualifications and Job Requirements/Competencies Required
A strong track record in participatory evaluation of large scale programs supported by experts with a post-graduate degree, preferably PhD, qualifications in relevant social sciences fields including international development, management, sociology, social work or in the thematic areas of education, public health, human rights, or child development.
At least five-years’ experience on participatory evaluation and reviews of complex child rights and gender equality-focused programs for like-minded organizations in the industry.
Advanced knowledge of quantitative survey and qualitative data collection tools and social statistics packages, and huge experience mainly on large-scale quality data collection experience (Qual+Quant)
Advanced knowledge on digital data collection platforms that have quality assurance mechanisms
Excellent English language oral and written communication skills.
Working experience in one or more of the regional states in Ethiopia or cross-cultural understanding and communication skills.
Detail oriented to ensure quality and consistency
Ability to physically present at the data collection sites by assigning field coordinators and expertise in remotely managing the coordinators by using modern technologies over the trustworthiness and reliability of the data coming or being feed into the data base by using GPS Real-time view of interviewers GPS location or other intelligence systems (GPS Location Tracking - to know where interviews took place, videos, and photos.)
Silent voice recording - know how questions were asked and effectively continue to collect data and run surveys offline or stored locally until network is available
