MAIN TASKS AND RESPONSABILITIES

The Cash Officer is responsible for the identification, selection, and verification of beneficiaries and for processing cash beneficiary lists approved and authorized by the International Medical Corps (IMC) West Hararghe, Oromia Region Area Coordinator that was facilitated in collaboration with the local government, and follow-up on beneficiary receipts for monthly reports. He/ She is responsible for ensuring that day to day documentation and master of beneficiaries list is compiled in accordance with IMC polies, agreed Cash Transfer Guideline. He/ She is responsible for day-to-day activities of the implementation, following up, monitoring, and evaluating the cash transfer activities, and securing commitments and accountability for FSL/ Nutrition results in the implementation area and the monitoring of the cash assistance activity in West Hararghe, Oromia Region Region. He/ She will ensure any feedback from beneficiaries or target communities correctly collected and shared with Nutrition Officer, MEAL Officer, Field Coordinator responded to appropriately or raised with country Office FSL Manager.

 Ø Participate and lead selection and verification of beneficiaries based on set criteria by IMC for area.

Ø Ensure correct beneficiary selection procedure and criteria are followed by the IYCF/ Nutrition Officers, community mobilisers and committees and adhere to IMC Cash Distribution Guideline.

Ø Ensure that beneficiaries are adequately communicated about project activities and plans, including distribution date and conditions required for verification.

Ø Carry out the daily / weekly / monthly work plan as directed by the Food Security Specialist/ CO FSL Manager.

Ø Coordinate with Field Coordinator and field finance team, field logistics in the planning of cash distribution activities.

Ø Work closely with Nutrition Officers, local government, partners, and the communities in the planning and coordination of IMC FSL activities.

Ø Provide regular progress report such as daily cash distribution register report to the activity as per the requirement.

Ø Monitor and evaluate ongoing distributions and cash/voucher activities and report on unmet needs and gaps;

Ø Organize meetings to sensitize communities about the purpose and modalities, cash distribution and utilization awareness of the cash assistance.

Ø Ensure all document relevant distribution data (master beneficiary list, payment sheets are well completed and corrected).

Ø Ensure that all beneficiaries have received voucher before the physical cash distribution.

Ø Ensure integration of cash transfer and nutrition interventions within the communities and at the health facilities.

Ø Works closely with implementing partners to oversee quality of work and provide technical support.

Ø Participate in assessments, selection and training to volunteers and distribution workers;

Ø Manage conflicts when they arise and suggest possible solutions. 

Ø Conduct duties in accordance with IMC Ethiopia Code of Conduct;

Ø Any other duties as may be assigned by the line manager.

Ø Support communities to increase their knowledge and skills through training, exposure, and joint actions

Ø Strengthen community self-mobilization through their leaders for participation in their planning, implementation, and monitoring of activities

Ø Use a variety of extension methods, which are suited to the situation, and build the capacities (knowledge, and skills) of communities and local government health extension workers, and Kebelle nominated selection committees.

Ø Work with partners to ensure clear communication with affected communities regarding targeting criteria, entitlements, how to access assistance and give feedback;

Ø Build communities’ management skills in analysis and reflection processes, setting goals for improvements, planning implementation steps, acting, and monitoring progress in collaboration with the local government- DRM and Health sectors.

Ø Ensure beneficiaries are respected and cared for during distribution activities.

Ø Liaising with Sub National clusters (particularly Oromia Cash Working Group)

Ø Support nutrition activities implementation (say, MUAC screening of Children and PLWs) whenever it is needed.

Ø Support complaint response mechanism in collaboration with the MEAL Officer and the Field Coordinator by receiving, recording, and reporting complaints from beneficiaries, community leaders, community volunteers and other stakeholders

Ø Plan and sensitize of beneficiaries on use of voucher, payment mechanism, their rights, and benefits in the project,

Ø Coordinate with vendors on timing of cash disbursement and mobilize beneficiaries for cash collection at vendor disbursement sites.

Ø To provide reports according to the requirements of the cash program manager (Bi – weekly updates, monthly, quarterly, success stories, case studies etc.)

Ø Participate in writing situation reports with information on food security and livelihoods, and nutrition information at the community as needed and/or requested

Ø Develop a simple and sustainable supervision and monitoring system to guide the communities in monitoring project activities with collaboration of MEAL Officer and Harar based Food Security Specialist.

Ø Perform other additional related tasks as assigned by the Food Security Specialist, Country Office FSL Manager, and Field Coordinator.

Job Requirements

MINIMUM REQUIREMENTS

Education:

BSc degree in Rural Development, Livelihoods, Natural Resource Economics and Management, Sociology, Economics, Food Security, Disaster Risk Management, Nutrition, Developmental Studies, International Cooperation, Social sciences, Public Health (HO), Nursing with updated professional license, or related field.

 Experience

At least 2 years of proven experience in livelihoods, PSNP, NRM and DRR, food security, and/or emergency livelihood/food security interventions, cash transfer in NGOs or similar organization in pastoral areas.

 Technical competencies:  

·       Strong Knowledge for Cash Transfer Modality and Selection Criteria.

·       Substantial experience in coordinating, mobilizing community, planning, implementation, supervision, monitoring, and reporting

·       Good advocacy, communication, presentation, and facilitation skills.

·       Ability and willingness to travel and work in rural areas where the cash is implemented

·       Demonstrated experience in CASH management in an NGO/INGO is highly preferable.

·       Able to manage a high workload and meet tight deadlines

·       Knowledge and understanding of humanitarian standards

·     Excellent communication, writing and analytical skills

·     Microsoft Office Skills (Outlook, Excel, Power Point, Word)

·     Experience designing and leading capacity building and training zonal staffs

·     Familiarity with nutrition, healthcare systems

·     Previous experience with food security and livelihoods programming

·     Experience with training of staff in CMAM and IYCF

·     Experience in emergency program implementation (minimum 1 year) focused on cash management experiences (assessments, distributions, monitoring)

·     Demonstrable experience in establishing and maintaining collaborative relationships with partners and government counterparts.

·     Representation and negotiation skills demonstrated interpersonal skills, strong communication and diplomatic skills.

·     Ability to plan ahead and stress-resilient.

 LANGUAGE:

Fluency in English and Oromifa languages
