SCOPE OF WORK FOR THE EMBEDED SENIOR HEALTH FINANCING/FINANCIAL MANAGEMENT ANALYST

1.      BACKGROUND

From 2021 to 2022, the National TB Program developed a TB Domestic Resource Mobilization and Sustainability (DRMS) Roadmap under the leadership and coordination of the Ministry of Health-Ethiopia (MOH-E) and with support from the U.S. Agency for International Development (USAID) Health Systems for TB (HS4TB) Project. The roadmap is being implemented with continued support from the USAID HS4TB project and as part of the broader Exempted Services strategy development. The MOH-E has requested that the HS4TB project provide support by employing an embedded analyst to the MOH-E.

2.      OBJECTIVE OF THE SUPPORT

One of the major challenges identified in the TB financing roadmap and the recent alignment diagnostic assessment in Ethiopia was underutilization of the available resources through all channels and weak financial management capacity in terms of tracking commitments, disbursements, and expenditure at all levels of the health system. As such, the main objective of the technical support by the Senior Health Financing/Financial Management Analyst is to strengthen the capacity of the MOH-E to map all sources of health sector funding, track disbursement plans and actual implementation of those funds; with focus on expenditure reporting for TB.

3.      MAIN DUTIES OF ANALYST

The Senior Health Financing/Financial Management Analyst is expected to provide strategic support for the formulation of relevant strategies, processes and systems to build government capacity to effectively track resources within the health system. In this regard, the main responsibilities are:

a)      Support the grant management unit of the MOH-E to map government, development and implementing partners’ expenditure and commitment at the national and subnational level.

b)      Support the tracking of disbursements from different stakeholders and report any delays during annual exercises of commitment and expenditure data collection.

c)       Support expenditure tracking reports from regions and woredas and identify successes and challenges; as well as any areas of improvement to strengthen effectiveness.

d)       Support the Grant management unit in producing quarterly disbursement and expenditure reports for the top management to ensure effective utilization of allocated resources.

e)      Assist the forthcoming effort in moving channel II resources towards electronic based disbursement and expenditure reporting.

f)        Assist the grant management unit of the MOH-E identify critical gaps and challenges associated with commitment and expenditure data collection to then propose feasible recommendations for improvement

g)      Support the effort towards earmarking or ‘ring-fencing’ the co-financing funds (the proposed Resilience and Equity Fund) with strict conditionality and reporting requirements to minimize the risk of the funds being transferred to other projects, or misused.

h)      Support the documentation of the overall government co-financing efforts at federal and regional level for the health sector in general and TB program in particular.

i)        Liaison with other TB stakeholders and work with the national TB program in clearly capturing the resources allocated, disbursed and utilized for TB.

j)        Support the senior advisor in generating evidence for strategy development.

k)      Represent HS4TB on national TB technical and coordination platforms.

l)        Coordinate with MSH Ethiopia country office to plan and execute field visits, trainings and workshops.

Job Requirements

EXPEREINCE AND QUALITFACTION REQUIRED

The technical assistance need have a minimum qualification of Master’s degree in Accounting/Economics/Health Economics or related field and have a hands-on experience managing government and development partners resources through government mechanisms.  The technical assistance requires the candidate to have a strong analytical skills and technical understanding of the health financing and health systems strengthening concepts public financial management systems, and a strong project management and technical writing skills to support the implementation of the health financing in general and TB financing Roadmap in particular. 

MANAGEMENT ARRANGEMENT

The technical assistant will primarily be accountable for the quality and quantity of his/her outputs to government counterparts (Grant management unit or Strategic Affairs or any other Unit assigned by MOH-E) and to support the MOH-E to advance the objectives that have been agreed upon by the MOH-E, USAID and the HS4TB Project. His/her accountability will involve:

a)      Responding to demands coming from his/her counterparts that are related to this TORs,

b)      Submitting his/her work plan for approval by the MOH-E and the USAID HS4TB Project,

c)       Implementing the work plan and reporting as per the government and the USAID HS4TB Project reporting systems,

d)      Submitting and soliciting feedback for approval by the MOH-E and the USAID HS4TB Project on any deliverables,

e)      Will be reviewed and appraised for his/her performance by the Grant management unit and the USAID HS4TB Project,

f)        Should inform and get approval from the Grant management unit and USAID HS4TB Project on scheduled leaves,

g)      Transferring skill to the public servant employees and engaging with a high level of integrity and ethical behaviours.

DURATION AND TYPE OF EMPLOYMENT

The HS4TB has 18 months of budget to support the implementation of the TB financing Road map. As such this technical assistance is expected to work from 12-18 months on contract basis.
