Job Description
JSI is a US-based public health nonprofit organization dedicated to providing high-quality technical and managerial assistance programs throughout the world. In Ethiopia, JSI has been working to improve health outcomes for more than 25 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access of, RMNCAH services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.
Activity Overview
USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas. QHA's strategies and implementation approaches will help the government of Ethiopia build public and private health care systems that are responsive, resilient, and sustainable. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in select regions and woredas. The Activity, through funding support from USAID, will be implemented by JSI in collaboration with Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and Network of Ethiopian Women's Associations (NEWA) for five years (May 01, 2023 - April 30, 2028)
Position Summary
Provides goods and services through purchase, rental, leasing, and hiring; provides staff with advice on various procurement-related issues; maintains a database and appropriate documentation on procurement; and updates and maintains a supplier list. The procurement officer will be in charge of reviewing overall procurement procedures, monitoring purchases of goods and services throughout the procurement cycle, ensuring that adequate competition is achieved for purchases, and regularly mentoring Activity staff in procurement to support project implementation.
Duties and Responsibilities
Prepares, reviews and compiles bid documents, and assists in setting selection criteria;
Prepares bid analysis and recommend the best offer as per selection criterion set;
Prepares bid announcements and follows-up posing of same;
Prepares contracts and purchase orders;
Checks quality and availability of requested items and collects proforma accordingly;
Follows up manufacture of samples and proof-reads, arrange technical inspection and final go ahead orders;
Inspects purchased items against specification and/or samples, collects and delivers to store;
Follows up on issuance of GRN, and updates procurement status report;
Prepares payment requests and follows up the collection of cheques;
Maintains proper filling and documentation of procurement transactions;
Advises staff members on specifications, prices, availability and other procurement matters;
Prepares and send VAT exemption requests for purchases made with USAID grants and collects approved applications;
Summarize and prepares procurement status and purchase value reports;
Performs other related tasks as required.
BA/BSC in Procurement & Supplies Management, Business Administration and other related fields
Minimum of five years of relevant work experience.
Proven and significant experience in contract administration and/or consultancy services coupled with well acquaintance to tender management
Relevant experience in Logistics/Supply Chain for INGOs in international development
Well-developed interpersonal and communication skills including negotiation skill
Experience working on USAID or similar internationally-funded programs.
Strong knowledge of donor procurement rules and regulations.
Strong ability to use and develop management and tracking systems.
Strong communication skills.
Verbal and written working proficiency in English.
Ability to work under pressure in challenging working and living conditions.
Speaking of more than one local language is a plus.
