Background
Hiwot Ethiopia was established in 1995. It has been working for the well being of children and youth in Ethiopia. It has been delivering a range of multi-year programs on health, education, child and youth rights, livelihood, gender equality and disability with a number of local and international partners. Hiwot Ethiopia, with the financial and technical support of its development partners has been implementing different development programs in Addis Ababa and Amharar region.
Under the general supervision of the Executive Director, the Program Director will use her/his in-depth contextual understanding, technical expertise, and relationship building skills to define and deliver Hiwot Ethiopia’s strategic ambition for Children and youth development in Ethiopia. The major role of the Program Director is responsible to the development of efficient and effective program management systems, responsible to planning, organizing, directing and controlling of the program department tasks, responsible to develop concept notes and proposals from the existing as well as new donors. The Program Director will manage the program department and the resources such as human, financial and materials through effective and efficient manner.

Initiating and setting goals for programs according to the strategic objectives of the organization
Responsible for the regular and annual program analysis, forecasting and planning
Responsible to assess potential donors and develop concept notes and proposals to mobilize resources from the existing as well as new donors.
Responsible to the direct supervision and management of subordinates
Responsible to the development of guidelines and tools to ensure quality program/project implementation
Responsible to establish smooth partnership and collaboration efforts and networking among donors, government partners and institutions across the organization target areas
Responsible to the assessment of new program areas
Keep senior management informed with detailed and accurate reports or presentations
Responsible to conduct researches, collect case stories and develop documentations to share the organization success stories
Responsible for the promotion and implementation of Hiwot’s Vision, mission and values
Major Duties/Tasks of the Program Director
Resource mobilization
Lead the resource mobilization efforts of the organization
Assess call for proposal and potential donors
Develop proposals/action plans to the existing donors in close collaboration of the program officers/coordinators
Develop new concept notes and proposals regularly to ensure the sustainability of the program activities of the organization.
Planning and Resource mobilization
Planning the programs from start to completion involving deadlines, milestones and processes
Develop annual and long term operation plan based on the available resources and the organization strategic direction.
Align the program activities with the organization strategic direction
Actively participate on reviewing, updating and implementation sessions of the organization Strategic Planning
Ensure effective and efficient program planning practices at program department level and assist the subordinates on proposal development skills
Organizing, controlling and supervision
Manage the program department and its resources such as human, financial and materials through effective and efficient manner
Manages all aspects of grant programs including grant program oversight and administration,
Manage each grants based on the agreement made by the donors and government
Ensure team leadership across the program areas and motivate the team to work on the line of the organization visions, goals and objectives
Analyze programmatic activities and Periodically review the progresses and interim results
Maintain a close work relationship with other departments of the organization and contribute for the development of the organization
Actively participate on the organization management team and contribute to the development of the organization
Ensure a smooth work relationship with the government, funding agencies and the community groups
Amend all aspects of grant programs efforts in line with the government policies and procedures
Identify opportunities for new program development and expansion.
Closely work with research and resource mobilization department
Establish proper document handling mechanisms across the program areas
Make sure the program staff on aware of organizational policies and procedures
Develop and review the program staff job description and ensure proper implementation of the given tasks
Supervise staff and volunteers under the program department
Ensure the stakeholders participation during planning, implementation, monitoring and evaluation of the programs
Take corrective and disciplinary measures of employee under program department to ensure efficiency and effectiveness across the program department
Properly handle complaints, grievances and conflicts among the program department staff
Make timely and proper performance plan and appraisal; and reported to the Administration and Finance department
Monitoring, Evaluation, learning and Reporting
Ensure standard monitoring, evaluation and Learning system
Regularly collect reports, analyze, filling and document across program departments
Regularly collects cases, success stories and related practices so as to disseminate for others
Compile and submit periodic reports to line manager, donors and government partners based on the requirements.
Report to: Executive Director
Terms of employment: contract with possible extension
Place of work: Addis Ababa with frequent travel to program sites (outside of Addis Ababa)

Qualification
Suitable candidates should have BA/ BSc or MA/MSc in social science and related fields. At least 10/ 8 years work experience on Health, education, children and youth right, gender equality and other related experience is required to the position. Furthermore, the job holder has proven experience working at NGOs in the stated position.

Proven knowledge of national, regional and universal policies, laws and principles
Must have a broad knowledge of program management principles and proven experience on Program Management
Ability on strategic thinking, multi task and problem solving, negotiation, and motivation skills
Proven skills in concept note and proposal writing/development
Proven skills on monitoring, evaluation and learning
Good communication and interpersonal skills and an ability to mentor others
Ability to work effectively in a complex, fast-paced, matrixes, and multi-cultural environment
Proven Knowledge on safeguarding children and adult at risk
Good oral and written Communication skills of both Amharic and English languages
