Job Description

REACH Ethiopia is a non-political, non-religious, non-racial, and non-profit-making development Organization that has been registered by Charities and Societies Agency as Ethiopian Residents Charity bearing certificate No. 3020. REACH Ethiopia envisions contributing the development and wellbeing of humanity through innovation and maximizing the utilization of opportunity available for the generation. The major goal of REACH Ethiopia is health service delivery commitment and contributing its part to improve the general health service and wellbeing of the disadvantaged community in move towards the sustainable development goal. 

REACH Ethiopia is currently implementing Seven  TB and Health Related  Projects, which are basically funded by USAID and other donors  in 2 City Administration (Addis Ababa and Dire Dawa) and 3 Regional States (Harari, Sidama and SNNPR) to contribute toward ending Tuberculosis through finding missing people with TB to access early diagnosis, care and treatment services. There is a project funded by Stop TB Partnership - TB REACH WAVE 9 Grant - on improving the treatment outcome of DR-TB Patients in the two TICs (Alert and St. Peter’s Hospitals) in Addis Ababa.

The Human Resources Manager serves in a dual role involving the full spectrum of both human resource management and general administrative management responsibilities in support of REACH Ethiopia’s overall mission and objectives. The position is responsible for performing HR-related duties in the functional areas of benefit administration, employee relations, recruitment, onboarding, policy implementation, and employment-law compliance. The position is also responsible for administrative and operational duties including procurement and logistics coordination, IT oversight and management.

Duties and Responsibilities

Human Resource Management

  • Serve as the first point-of-contact for internal and external stakeholders on all matters in relation to Human Resources and procurement.

  • Work on organizational capacity development with regard to human resource management, procurement and IT systems as per the approved organizational capacity development plan.

  • Developing, reviewing, and improving administrative systems, policies, and procedures.

  • Oversee all recruitment for the organization and projects, ensuring fair and transparent recruitment practices (which includes establishing a clear process for all project recruitment, supporting the development of job descriptions, managing the process for posting job advertisements, overseeing shortlisting and interview process, and managing the negotiation process).

  • Oversee the hiring and onboarding process for all new hires, ensuring a smooth process to orient and onboard new staff so they can quickly take on organizational and project work.

  • Establish and manage a process for performance management across all projects and ensure all staff complete performance reviews (REACH Ethiopia’s monthly planning and reporting systems including timesheet tracking to ensure compliance) on time and support supervisors or staff when performance issues arise.

  • Oversee employee off-boarding/terminations.

  • Support and promote the training and development activities for staff across projects.

  • Collaborate and coordinate regularly with the rest of the finance team, specifically related to HR items.

  • Provide coaching to managers on all HR related matters including hiring, termination, performance evaluations, employee relations and organizational policies. 

  • Supervising the day-to-day operations of the HR and administrative department and staff members.

  • Ensuring the office is stocked with necessary supplies and that all equipment is working and properly maintained.

  • Planning, scheduling, and promoting office events, including meetings, conferences, interviews, orientations, and training sessions.

  • Coordinate all REACH Ethiopia’s efforts related to recruitment, onboarding, and termination of full-time, part-time and temporary employees

  • Develop, implement and manage staff performance and professional development plan that aligns with REACH Ethiopia’s mission, vision and objectives and drives high performance

  • Nurture a positive working environment and define employee relations practices necessary to create and maintain master HR files; ensure paperwork is complete and compliant with REACH Ethiopia needs; complete periodic reconciliation of benefits and payroll records and rectify issues in a timely manner

  • Administer HR policies and procedures and periodic updates to HR Management Manual

  • Assist REACH Ethiopia staff with HR-related questions and issues and provide periodic communication on benefits and related information to employees

General Administration

  • Manage day-to-day office operations; oversee and coordinate overall office activities and provide administrative support to the leadership.

  • Handle the overall procurement activities and other related tasks of REACH Ethiopia, which include procurement, assets control, supply, and service.

  • Liaise with Finance department on issues/improvements required to ensure compliance with procurement and financial regulations.

  • Manage relationship with facilities management; coordinate office maintenance and support needs

  • Supervise the acquisition and maintenance of computer equipment and supplies in accordance with REACH Ethiopia’s purchasing policies and budgetary restrictions

  • Serve as the main point of contact with IT services provider(s) to ensure all end-user computer and related IT needs are addressed in a timely manner.

Supervisory and Reporting Responsibility

  • The HR and Admin Manager will report to the Executive Director.

Job Requirements

Skills and Qualifications

  • Bachelor’s Degree (equivalent) in Business Administration, Human Resources or related field; Master’s Degree preferred.

  • At least 7 years of hands-on experience in human resource management and administration, with at least 3 years in a management-level position.

  • Solid understanding of federal and state employment and goods and services procurement regulations

  • Working knowledge of administrative and HR procedures and business systems

  • Experience working with international donor organizations required and experience with USAID funded projects is preferred.

  • Excellent diplomatic, interpersonal and communication (written and verbal) skills.

  • Expert computer skills in Microsoft Office including Word, Excel, PowerPoint and Outlook.

  • Must be fluent in Amharic and English (written and spoken).

  • Ability to handle confidential information with care.
