ROLE PURPOSE
The Grants Budget Coordinator (GBC) is responsible for coordinating effective and quality budget development in a growing number of proposal submissions. The post holder ensures all financial aspects of proposal development are considered and the policy and strategic framework of Plan International Ethiopia are met.
ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
Plan has a performance management and accountability matrix SOP. Every position holder is expected to adhere to the SOP and review and review her/his responsibility against the accountability matrix.
Coordinate budget inputs from a variety of sources, in partnership with the Business Development Coordinator (BDC) both emergency and development assigned to the proposal;
Review budget inputs for accuracy, appropriateness, relevance to strategy, alignment with policy frameworks;
Support the technical teams in preparing accurate budgets that are in line with the proposal strategy and log frame, based on Plan and donor budget template;
Engage with the proposal development process through meetings and regular support to the BDC, leading meetings where necessary;
Support the work of the fund acquisition and proposal development of the BDD;
Provide capacity building to Plan staff and partners on budget development
Support in design and implementation of cost recovery policy;
Work with the PA offices to identify, map and meet cost recovery gaps through development of various tools and systems;
Ensure the systematic and justifiable allocation of costs across all budgets;
Prepare and update FAD tracker and apportioned cost budget tracker on monthly basis;
Ensure that each proposal submission is fully costed based on the cost recovery policy;
Support the finance, Supply Chain and Administration and IT, Program team, HROD teams at country and PA offices in understanding cost recovery needs as part of the annual planning and project planning process.
Meet agreed internal and external deadlines.
Preform Any other related duties assigned by immediate supervisor
Other Responsibilities
Within the scope of the role, there will be additional assignments as needed.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)
Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in the area of work.
Ensures that Plan Ethiopia contributes to Plan International’s global efforts that safeguarding and GEI are included in proposal development, budget and related documents
Qualifications/ experience essential:
Knowledge
BA degree in Accounting, Finance, and/or Business Administration.
A minimum of 5+ years of experience in accounting, budgeting and financial responsibilities, out of which 3 years on a senior level experience (not necessarily gained in an NGO or INGO) or demonstrated equivalent combination.
Basic knowledge of Finances role and grant management role.
Knowledge of donor proposal development processes.
Substantial understanding of excel and budgeting functions.
Integrated knowledge and understanding of grant accounting concepts, practices, systems, and procedures
Skills
Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
Computer literacy with advanced skills in Microsoft Excel
Demonstrated writing and presentation skills
Fluency in written and spoken English language
Experience in leading team, coaching and mentoring,
Results oriented and metrics driven
Exceptional time management and able to solve problems
Confident to present results to an audience
Strategic thinking, planning and creative problem-solving skills
Ability to work under pressure
Qualifications/ experience desirable:
Master’s degree preferable
Experience in grant budget development and knowledge of donor funding principles;
Languages required
Excellent written and verbal communication skills in English.
