The International Organization for Migration (IOM) is the UN Migration Agency with 174 Member States. Under the overall supervision of the Senior Programme Support Coordinator and direct supervision of the Programme Support Unit (PSU) National M&E Officer, the successful candidate will support the establishment of AAP system and functional CFM mechanism-collation, analysis, and reporting of community and programmatic feedback on IOM Addis Ababa Programme Office.
Responsibilities and Accountabilities:
· Support the MEAL team in strengthening the Missions’ AAP system and functional and locally tailored CFMs.
· Support the MEAL team in incorporating AAP into the project cycle management from assessment to implementation, monitoring and evaluation.
· Support the MEAL team in the developing and implementation of IOM’s Accountability to Affected Populations (AAP) framework into tangible action plans and practices.
· Support the MEAL team and the Mission in mainstreaming AAP across all IOM programmes and programme management cycles.
· Support coordination and management of the Mission wide multiple Community Feedback Mechanism (CFM) including the phone hotline among and between field-office staff, CFM focal points, Information Managers, and Programme Managers.
· Provide technical support in reviewing and monitoring the CFM through surveys, focus groups discussions, key stakeholder's interviews, etc, and suggest action plans to improve IOM’s accountability to the affected population.
· Coordinate and facilitate capacity building activities for IOM and partners staff to improve understanding of AAP and Communication with Communities (CWC) principles and approaches.
· Collate, analyze and share summarized CFM reports and recommendations regularly to improve internal controls and enhance the efficiency and quality of the Mission’s programme implementation.
· Mentor and manage on-call and regular staff under her/his supervision including the hotline operators
· Support the Office and the National M&E Officer in advocacy and networking for improved understanding of and adoption of AAP principles and approaches in the humanitarian response, maintaining the interlinkage with IAAWG-E/CBCM/PSEA networks.
· Perform other related duties as assigned.
Education
· Bachelor’s degree or Diploma in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution.
Experience
· Six years for Diploma or four years for Degree holders
· Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
· Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
· Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
· Experience of MEAL in emergency, resilience and recovery programme response settings
· Experience stablishing AAP system and Feedback and Complaint Mechanism
Languages
· Fluency in English (oral and written) is required.
· Working knowledge of other local languages is desirable.
Skills
· In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
· Knowledge of UN and bilateral donor programming.
· Knowledge of financial rules and regulations.
· Data analysis and presentation skills using excel, PowerPoint, SPSS,
· Report writing skills
