Job Description
The International Organization for Migration (IOM) is the UN Migration Agency with 174 Member States. IOM works closely with governmental, intergovernmental, and non-governmental partners in the field of migration. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Under the general supervision of the MEAL Coordinator and direct supervision of the National Programme Officer – MEAL, the successful candidate will be responsible for coordinating field monitoring visits, conducting quantitative and qualitative data collection, building capacities of enumerators and implementing partners, monitoring data quality, participating in quantitative and qualitative data analysis, drafting M&E reports, supervising enumerators, and supporting institutional learning, knowledge management and utilisation of monitoring and evaluation findings sessions.

Responsibilities and Accountabilities:
· Assist in projects having a standard logical framework, M&E plan with defined indicators, results monitoring framework, Project Performance Indicator Tracking Table (PPITT), and field-level data collection tools in line with donor requirements.
· Monitor IOM projects regularly in line with IOM M&E and humanitarian standards through After Action Review, process monitoring visits, formative and summative assessment, data quality assurance, spot check/verification visits, and reports reviews as per agreed schedule with donors, project managers, and M&E Plan.
· Assist in developing IOM data collection tools to improve data quality through on spot data quality assurance and verification exercises and translation of data collection tools.
· Compile, summarize, and analyse programme data, prepare and update reports, briefing notes, graphics, statistical tables, and present information/data on programme/thematic/project topics, highlighting noteworthy issues for the consideration of appropriate parties.
· Draft ToRs for internal and external evaluations according to IOM evaluation guideline and donor requirements .
· Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
· Assist donor committed M&E activities are planned, budgeted, implemented, survey reports are prepared and timely delivered, and monitor budget implementation and propose adjustments as necessary.
· Organize review meetings, evaluation validation workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops.
· Respond to complex information requests and inquiries; set up and maintain files/records.
· Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
· Monitor work of implementing partners and report any non-compliance to the supervisor.
· Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.
· Provides guidance/training and build capacity of field level M&E Assistants, enumerators and project assistants in order to facilitate delivering of high-quality outputs especially during assessments, PDMs, FGDs, KIIs, etc. in coordinating with the M&E Officer
· Support mainstreaming and integration of the concept of accountability to the affected population into project implementation and M&E functions.
· Perform other related duties as assigned.
Education
· Bachelor’s Degree or Diploma in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution
Experience
· Six years for Diploma or four years for Degree holders
· Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
· Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
· Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
· Experience on building an M&E system on humanitarian and development settings, establishing standards and procedures, implementing and translating M&E systems, data analysis and report writing.
· Relevant training and exposure on IOM M&E guidelines and project development highly desirable.
· Expertise in IOM programme/project cycle management processes and financial management system desirable.
Languages
· Fluency in English (oral and written) is required.
· Working knowledge of other local languages is desirable.
Skills
· In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
· Knowledge of UN and bilateral donor programming.
· Knowledge of financial rules and regulations.
· Data analysis and presentation skills using excel, PowerPoint, SPSS, Stata, R
· Report writing skills
