Job Description

Nutrition has a multisectoral dimension, and multidimensional nutrition problems require a multisectoral approach. It requires different sectors' engagement like Agriculture, Health, Education, Trade, Industry, women and Social Affairs, Finance, Water, Irrigation and Energy sectors, and other nutrition stakeholders. Tackling malnutrition will require solutions by coordinating these different sectors for nutrition specific and nutrition-sensitive interventions. Therefore, Ethiopia developed the Food and Nutrition Policy and Strategy, which is implemented through multisectoral approaches, with different sectors playing key roles in executing nutrition-specific and sensitive interventions. Accordingly, UNICEF is supporting the national efforts to ensure improved nutritional status of children and women through the implementation of food and nutrition policy and strategy.    

Justification

Evidence-informed decision-making in nutrition requires the availability of timely multisectoral data in Ethiopia, and there is a need to strengthen the review and use of available nutrition information at the ground level. Strengthening of the multisectoral nutrition coordination and nutrition information systems have been identified as priority areas across all regions. MOH requested UNICEF to provide support through the recruitment of Technical Assistance. The overarching objective of the recruitment is to ensure the food system and Food and Nutrition strategy (FNS) monitoring, evaluation, and learning are enhanced and sustained at regional and lower levels.

Responsibilities and Specific tasks

The Monitoring, Evaluation, and Learning advisor for the food system and FNS ensures that food system and FNS actors are accountable and use evidence for decision-making at the regional and lower levels. Moreover, She/he would ensure the food system and FNS joint planning, monitoring, and evaluation of the activities related to food and nutrition coordination, nutrition-specific and nutrition-sensitive interventions implemented by sectors and stakeholders.

The main responsibilities of the post are:

  1. Planning, monitoring, and reporting of the Food System and Food and Nutrition Staretgy (FNS) implementation at regional and lower levels

  •  Provide technical assistance in developing regional multisectoral nutrition joint plans and nutrition-specific and sensitive sector plans.

  • Ensure the costed multisectoral nutrition joint plan is approved at the regional level and implemented.

  •  Oversee woreda-based, costed multisectoral nutrition annual plan.

  • Organize food system and nutrition multisectoral plan awareness and orientation events for implementation sector focal points, partners, and other stakeholders.

  •  Ensure implementation of the Unified Nutrition Information System (UNISE)

  •  Continuous capacity building, coaching, and mentoring for the functionality of UNISE at regional, zonal, and woreda level sectors, monthly coaching and mentoring per sector

  •  Organize and carry out multisectoral food system and nutrition joint supportive supervision, prepare reports, drown action points, and use for decision making

  •  Enable timely and effective data collection, analysis, and reporting of the multisectoral food system and nutrition for decision-making.

  •  Ensure technical and financial reporting of the 'regional food and nutrition implementing sectors are shared with the coordination office on a regular basis.

  •  Develop different forms and records to document program implementations

  •  Facilitate and support annual, biannual, and quarterly food system and nutrition performance review meetings at all levels.

2.      Regional Food System and Nutrition Council Support

  •   Organize and take the lead on stakeholders mapping and monitoring systems

  • Provide technical assistance in developing regional food system and nutrition council and coordination office joint plans.

  •   Oversee and coordinate the inclusion of food system and nutrition interventions in sector strategic and annual plans as well as SBCC tools.

  • Ensure development and execution of a routine multi-sector nutrition monitoring system, including process monitoring and annual outcome monitoring solutions for the program (scorecards, UNIS, NIPN).

  • Prepare multisectoral nutrition reports using the dashboard and present to Food System and Nutrition Council meetings for decision-making.

  •   Follow up on the progress of action points from the Food System and Nutrition council's regular meetings

3)  Knowledge Management

  •  Document and share best practices and lessons from Food and nutrition strategy, Food System Road map, and Seqota Declaration implementations and support local experience-sharing visits.

  • Documenting the Unified Nutrition Information System (UNISE) implementation lessons learned.

  •   Prepare quarterly regional multisectoral nutrition implementation performance briefs

Job Requirements

Knowledge, skills & experience

  • Master's level degree or equivalent within a relevant specialty (Information Technology background or statistics, with general monitoring and evaluation in nutrition, public health, and demography)

  • Proven subject matter expert with a broad understanding of the nutrition space, including Food Security, Agriculture, Maternal and Child Health and nutrition (MCHN), Water, Sanitation and Hygiene (WASH), Social Protection, Education and Broader Development issues.

  •   At least 10 years of experience in multisectoral food and nutrition monitoring and evaluation at regional or national levels.

  • At least 5 years experience in analytical and practical work in such areas as (a) working with government institutions, public service or equivalent; and (b) institutional analysis and design, program implementation, monitoring and evaluation systems and processes, and development programs.

  •   Thorough understanding of the Ethiopian and regional governments' context and of program monitoring and evaluation and learning.

  • Detailed understanding of the Food and Nutrition Policy& strategy, Ethiopian food system, Nutrition sensitive agriculture strategy and the Government of Ethiopia response to malnutrition through the life cycles

  •  Ability to think critically and analytically to draw sound conclusions based on evidence and data.

  •   Strong written and verbal communication skills (in Local language & English);

  • A proven track record of building and maintaining strategic relationships, influencing complex processes, and working in partnership is essential.

  •  A proven track record of designing, appraising, implementing, monitoring and evaluating programs is highly desirable.

  •   Strong interpersonal and relationship-building skills

  •   Willingness to travel extensively to zones, woredas, and communities within the region

  •   Proficiency in the use of digital Information Systems, Microsoft Office Suite is a critical requirement

Expected Deliverables

  • Development of regional food system and nutrition council and coordination office joint plans,

  • Development of woreda-based, costed EFS and FNS annual plan

  • Prepare monitoring reports of nutrition-sensitive and specific interventions of food and nutrition strategy.

  • UNISE roll-out implementation and lesson learned report.

  • Development of different forms and records to document program implementations

  • Regular review and joint supportive supervision reports and highlight issues requiring corrective actions and actions taken.

  • Multisectoral nutrition performance reports (dashboard and scorecard reports) organized annually, bi-annually, and quarterly

  • Reports against food and nutrition strategy, indicators, milestones, and activities.

  • Strategy on monitoring, evaluation, and learning capacity assessment and capacity building to deepen multisectoral nutrition data use for decision making.

  • Quarterly multisectoral nutrition performance brief

  •  The monthly report submitted to UNICEF Field Office

Policy both parties should be aware of:

  • ABH Partners Plc will manage all the administrative issues and aspects based on the HR policies and procedures.

  • All remuneration must be within the contract agreement through ABH Partners PLC.

  • No contract may commence unless the contract is signed by both ABH Partners Plc and the consultant.

  •   Travel will be facilitated after the travel requests are approved by the consultant’s supervisor and managed by ABH Partners PLC.

  •   Consultants will not have supervisory responsibilities or authority over the UNICEF budget.
