Background Information - Job-specific
The number of grants that EPSS receives from development partners and its operational activities has been increasing from time to time both in volume and diversity. With these increments, the responsibility to effectively and efficiently monitor program and financial performance of each grant shall be strengthened to ensure the compliance with applicable development partner’s requirements. Hence, it becomes more important for EPSS to improve its capacity in supply chain management and financial management system and meet development partners’ expectation as a dependable partner and to attract future funding.
The objective of this position is to provide technical support – EPSS Public Relations and Communication works to build a good image of the organization to improve our supply chain operations through increased efficiency by reaching the community with quality and timely news and size public relations among important and focused stakeholders. This is local position; it is therefore open to Nationals of Ethiopia only.
Under the supervision of EPSS Director General, Communication Technical Assistant will undertake the following: -
The Communication Specialist will be expected to:
Assist with the implementation of the communication strategy and plans to support the public sector transformation programme
Implement and monitor the social media plan
Plan and manage events
Liaise with the media to ensure coverage and exposure
Manage the stakeholder engagement programme including making contact and maintaining appropriate levels of contact with stakeholders and advising on and supporting colleagues to develop mutually beneficial relationships with key stakeholders.
Manage the sourcing and contracting with external third parties for the production of communication materials and the delivery of communication services
Manage third party suppliers and maintain effective contract control. This may include negotiation and issue management with external agencies.
Support the Transformation Project Managers and Consultants with their communication to ensure coherence across the GOJ landscape
Ensure that project risks, issues, changes, quality management and communication, are defined and maintained professionally
Manage assigned budget and resources
Developed user friendly tools and system for communication related activity report
Regular report for the implementation status of the communication strategy.
Draft speeches for higher officials to be addressed on different events.
Ensure the quality and reliability of disseminated news on mainstream and different social media
Prepare and disseminate different news on a timely basis
Organize different events for medias

Terms of Employment: 1(one) year with possible renewal based on performance.

Educational background and work experience:
University Degree in Communications, Public Relations or related field, Business administration, Management, Pharmacy, Health and other related field with at least seven years of working experience in the field of health supply chain.
Will be an experienced individual with demonstrable capabilities in writing for all media platforms and a general understanding of government communication
A solid understanding of communication principles and approaches
Capability and proven experience in crafting messages in various formats (press releases, websites, success stories, blog entries, tweets, etc.) targeting a variety of audiences
Experience in social media management
Excellent communication skills – oral and written
Effective project management, administrative, organization and time management skills
Proficiency in using the Microsoft Office Suite of software
Ability to work effectively as a team player in a dynamic environment
Ability to work effectively at all levels in an organization
Strong interpersonal and relationship building skills
Superior attitude - flexible and willing to undertake a wide variety of non-routine tasks

Demonstrated ability to build and maintain working relationships with senior-level officials, particularly interacting productively, proactively, and comfortably with government agencies
Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints

Ability to travel internationally and domestically as required to support the progress of pharmaceuticals supply chain activities
