Job Description
Under FMCR II Bridging project management, the project officer will be responsible to implement project intervention to FMCR project at the target woreda (LiboKemkem), expected to implement, and coordinate woreda-level relationships and interactions related to the specific job position. She/He is expected to implement and engage actively in operationalizing the Livelihood, FMNR & WaSH component of FMCR II-Bridge fund project at the woreda, and field level.
She/he will work in close coordination with the Project coordinator and the Woreda sector. Smoothen the daily operation of the Livelihood, WaSH, and MEAL components of the FMCR II-Bridge fund project, and coordinate effectively with infrastructure system maintenance, sustainability, and other intervention areas of the project. This position requires a good understanding and exposure of the multifaceted and complex nature of the Livelihood, MEAL and WaSH component of FMCR II Bridge project, interaction with Zonal, Woreda and community level stakeholders and ensure the project deadlines and reporting are well addressed according to the work plan.
Facilitate linkage of producers and saving group members with financial service providers (MFIs and Banks) and other stakeholders/actors/ through identifying and mapping stakeholders to FMCR-II BF project as per the intended goal.
Facilitate and support the functions of task force in an effort to maintain, rehabilitate, sustain and transfer ownership of the already built FMCR II project structures
Responsibly develops and prepares Plan, facilitate and undertake integrated project implementation of FMCR II bridge project (both by allocated project budget and sustainable development activities of the community) within the projects areas to ensure outputs are reached to realize project goal on time and within budget
Ensure Children and families living in flood prone areas are protected from flooding hazard
through the introduction of sustainable, community-owned structural, behavioral, and biological
flood mitigation systems
Oversee all project’s and programs’ monitoring, evaluation and reporting activities using set performance
indicators by working closely with sector technical Officers using appropriate monitoring and reporting tools and
methodologies
Ensure community and government capacity for management of flood mitigation infrastructures and community
resilience Components such as NRM, Livelihood and WASH interventions are developed and strengthened
Network with relevant government Bureaus, offices, FBO and CCCs in the projects area to expedite project
implementation and facilitate experience sharing within and outside the area
Coordinate and supervise MEAL tools are developed and utilized as needed, such as for household surveys, focus
group discussions, and for collecting data from Flood mitigation and DRR projects on the engineering, economic
and social aspects
Undertake all project’s and programs’ monitoring, evaluation and reporting activities using set performance
indicators by working closely with sector technical Officers using appropriate monitoring and reporting tools and
methodologies
Maintains detailed schedules of activity and budget implementation tracking systems for activities monitoring and
budget utilization for each Woreda and by sector
Ensure to prepare, and submit quarterly, biannual and annual plan and report activities undertaken as required to
pace forward to the desired goal,

Work in collaboration with project management teams as well as other AP staffs and units in at most professional manner as deemed necessary

Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
· Qualification: BSc/MSc in in Natural Resource Management, Agricultural Economics, Agricultural engineering, Forestry, Development studies.
· Significant bi-lateral donor grant experience with program implementation, funding acquisition, and reporting
· Must be a creative individual with strong sense of priorities and organizational skills and an ability to work with diverse teams across considerable distances
· Excellent communication skills (written and oral) and strong interpersonal skills are needed
· Must be able to negotiate ideas within and outside the World Vision partnership, particularly with donor communities and government.
· Technical Training qualifications required: Natural resource management, NRM, FMNR, Livelihood and WASH intervention projects
· A mature Christian, who's willing to serve in very difficult conditions
· Extensive experience and recognized expertise in models and methods of training, facilitation and capacity building, and organizational development for project staff and communities.
· Keen sense of justice and gender equity.
· Full ability to communicate cross-culturally and be cross-culturally sensitive.
· Basic computer and Internet skills including Micro soft Word, Excel, Power Point, Publisher and Graphics presentation
· Excellent local verbal and written communication skills.
