In 2020 WFP CO Ethiopia launched its Country Strategic Plan (CSP) 2020-2025. The five-year country strategic plan is based on WFP’s recognized strengths and on strong strategic and operational partnerships with the Government, private sector entities, non-governmental organizations and other United Nations agencies. While the bulk of operations continues to address the immediate short-term needs of refugees, internally displaced persons and other food-insecure and undernourished people, there is a focus on expansion and intensification of climate change adaptation, resilience and livelihood diversification initiatives also linked to the humanitarian-development–peace nexus. WFP focuses on the prevention of malnutrition, the building of resilience and the integration of nutrition concerns and gender equality throughout the portfolio.

BACKGROUND & PURPOSE OF THE ASSIGNMENT

In Ethiopia, WFP provides food assistance to over nine million food-insecure people affected by conflict, droughts, flooding, or displacement. As part of the humanitarian response plan (HRP), WFP provides relief food assistance in the Somali region. The region has experienced multiple shocks in the past several years which have included human and animal disease outbreaks, climate-induced drought and inter-communal conflicts which resulted in abnormal population movements and the creation of IDPs.

Under the direct supervision of the Head of Sub Office and technical support from the Nutrition Officers at the Country Office, the incumbent will be the Regional-Level Nutrition Coordinator for the Somali Region.

KEY ACCOUNTABILITIES (not all-inclusive)

Program Planning and supply chain:

  • Compile the annual, quarterly, and monthly commodity requirements for nutrition activities and prepare actualized distribution plans based on the latest screening information available.

  • Liaise with nutrition, program, and resource management colleagues at the country office to ensure that nutrition program needs are effectively resourced and supplied.

  • Analyse commodity requests from partners and ensure timely delivery.

  • Follow up on commodities dispatches and distributions

Programme implementation: 

  • Ensure the follow-up of nutrition programs implemented by Government and NGO partners 

  • Support multi-agency emergency nutrition assessments 

  • Identify needs for technical and managerial support to regional Government and cooperating partners   

  • Organize regular meetings with partners and supervision visits for CP‘staff on the job capacity building;

  • Ensure that Nutrition is integrated into other activities for the implementation as stated in programs guidelines and protocols e.g., relief etc

  • Advise Sub Office regarding the integration of Nutrition activities

  • Review at first level the cooperating partners' proposals for MOUs

  • Represent WFP in health and nutrition task force meetings at the regional level, especially meetings with the regional Health Bureau, RDRMCC and regional health/Nutrition Cluster and share highlights of the meeting.

Reporting:

  • Compile and share biweekly updates on the emergency nutrition situation.

  • Review and analyze monthly and quarterly reports from TSFP regional coordination (DPPB) and cooperation partner’s reports, as well as monitoring reports.

  • Submit monthly reports to CO Nutrition Unit highlighting the program's achievement compared to the plan.

Monitoring:

  • Follow up the monitoring activities done by the regional and area coordination unit and share reports

  • Suggest recommendations for improvement based on programme results.

  • Liaise with NGO’s collaborating with WFP in the region and organize supervision/monitoring visits 

  • Evaluate the overall performance of staff 

Training:

  • Participate in CMAM training organized at the regional level for HEW and FDAs. 

  • Organize training for partners when required in partnership with the Country Office Nutrition unit, Government, and partners at a regional level.

  • Perform any duties as required.

Job Requirements

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Public Health Nutrition, Nutrition, Food Technology or Medicine.

Experience: Minimum of five years of field experience in designing and implementing nutrition, and health programs. Experience in nutrition needs assessment in crisis, treatment and prevention of malnutrition in an emergency context.

Knowledge & Skills: 

  • Experience working with governments on developing nutrition policies and/or implementing a nutrition program (within food security or health).

  • Experience conducting nutritional assessments analyzed data and drafting recommendations for program.

  • Experience in designing qualitative and quantitative surveys and using a variety of quantitative and qualitative analytical tools and methods.

  • Proficient in the use of Excel and handling large data sets.

  • Experience working in both emergency and development contexts.

Languages: Fluency in both oral and written communication in English. Knowledge of Somali language is an added advantage.
