Job Description

Overview

The International Institute for Primary Health Care - Ethiopia (IPHC-E) is envisioned to be a world class hub to learn about Ethiopia’s experience using primary health care (PHC) approaches to achieve improvements in health.  The Institute strives to provide a global perspective - historical and current - of PHC experience around the world.  Further, IPHC-E provides need-based capacity building training on PHC for trainees from Ethiopia and low income countries.  Through PHC knowledge generation and management, the Institute provides up-to-date information on PHC and contributes to continually build a stronger PHC programs in low and middle income countries.  

In collaboration with the American International Health Alliance (AIHA), IPHC-E is seeking to hire Systems Librarians with expertise in library systems (ILMS, catalog, digital library & repository) and website designing. 

Scope of Work

  • The Systems Librarian will be responsible for implementing library systems and training staff on how to use the new systems. The main tasks include:

  • Develop Catalog (Integrated Library Management System)

  • Install, configure and customize Koha (eg. Installation of prerequisite software, database setup, configuration of zebra, configuration of crontab) as well as changing the overall layout 

  • Setup all system preference and classification system  (MARK framework, item type, call number, change submission input forms, setup barcode generator software, etc )

  • Add sample contents into the automated Catalog system  

  • Enable OAI-PMH or any harvesting protocols 

  • Prepare a document with details for the system administration and for end users

  • Deliver training to IT staff/librarians (on system administration) and to end users 

  • Develop Digital Library and Institutional Repository 

  • Install, configure and customize DSapce (eg Installation of prerequisite software, database setup, configuration of zebra, configuration of crontab, configuration of incremental backup system) as well as changing the overall layout of the system as per the organization’s recommendation

  • Add sample contents into the digital library 

  • Prepare documents with details on the systems administration 

  • Prepare training manuals for the systems; deliver trainings to IT staff/librarians on system administration and to end users on how to use the systems

  • Enable OAI-PMH or any harvesting protocols for the Repository

  • Add ‘Library’ menu and design new page for each library system into the organization’s website

  • Prepare manual for staff reference; train staff on how to add new contents of the webpages

Reporting System

  • Implement Google Analytics and statistical tools on all the systems to systematically collect statistical usage reports and to track visitors; Enable or activate all systems reporting tools 

  • train staff on how to extract statistical information from the tools 

  • Support the implementation of resource sharing platform/central discovery system

  • Work with IPHC-E team to integrate the newly established library systems into the platform

  • Provide basic training to IT staff on what is required to run the platform  

  • Other activities: Set up the ICT management system such as assigning public IP with DNS 

  • and Design ways to strengthen the ICT library management system 

Deliverables

  • Catalog (Integrated Library Management System), Digital Library and Repository systems developed and functional (3 weeks) 

  • ‘Library’ menu designed & webpages of library systems available on the website (1 week)

  • Google Analytic tools are integrated into the system to monitor usage (1 week) 

  • Trainings manuals are produced for the library systems and the webpages (1 week) 

  • Training are offered to staff (IT and librarians) to ensure sustainability of the systems (1 week)

  • Trainings are offered to end users (1 week)

  • The performance of the library systems are monitored (1 month – in parallel with no. 8)

  • The new library systems are integrated in the resource sharing platform (1 month  in parallel with no 7)

Duration:  3 months (from the signing of the contract)

Job Requirements

The successful candidate must demonstrate: 

  • At least 5 years of professional experience in Information Science/Library Science or related assignment

  • knowledge on implementation and administration of Koha and DSpace; 

  • Knowledge of Wordpress, website and application developing skills 

  • Good organizational skills and ability to pay close attention to details  

  • Advanced language skills in English; ability to communicate with technical and non-technical staff
