Médecins Sans Frontières (also known as Doctors without Borders or MSF) is a private, non-profit, international humanitarian medical organization that intervenes in emergencies and crisis situations to relieve human suffering resulting from unmet medical needs. MSF observes strict neutrality with respect to politics and provides its assistance without discriminating on the basis of race, religion, ideology, or political affiliation. MSF’s members are required to respect humanitarian principles and principles of medical ethics at all times.
MSF-Holland in Ethiopia currently operates in four projects (North Gonder, Abdurafi project, in Tigray-Shire project, in Somali region- Wardher project, in Gambella region; Kule project with diversified workforce.
Main Purpose/Job Summary :-Provide support to the Project Coordinator in the administrative part of coordination tasks, ensuring a smooth relation with local and national authorities, contributing to the context analysis and follow-up, providing translations and interpreting in order to ensure the smooth running of the project.
Accountabilities • Monitor and report on key issues (security, risk, etc.) to the Project Coordinator and provide support in analyzing contextual information, through a sound knowledge of counterparts, in different administrations in order to improve decision making processes.• File and update field contacts and correspondence (with other NGOs, UN agencies, local authorities, media, etc) in order to ensure information sources accuracy and its availability on regular basis.• Assist the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows• Assist the Project Coordinator in Internal and External Communication sessions and events about MSF (for National staff, the Ministry of Health staff, as well as local authorities) in order to improve awareness and public opinion adhesion.• Ensures the continuity of relations with local actors and keeps updated the list of contacts.• Organize advocacy contacts and appointments for the Project Coordinator with local authorities and partners to ensure the continuity of relations with local actors and involved counterparts.• Execute clerk-related activities as well as prepare and conduct briefings on the project context to new employees in order to facilitate their integration onboard and within the project environment.• Translate documents and act as an interpreter when needed
MSF Section/Context Specific Accountabilities MSF-OCA in Somali Region is running an emergency response unit (ERU) including surveillance, assessment and intervention in a variety of emergency settings, e.g. outbreak management, malnutrition, displaced populations, mass casualties and vaccination campaigns. The team is based in Jijiga, with (short-term) interventions across the whole of Somali region. · Represents MSF in meetings when delegated· When delegated, liaises with regional and zonal authorities, and other partners and counter-parts in close collaboration with the Project Coordinator Support and Project Coordinator.· Follows security and context information gathering, reporting to the Project Coordinator support When required:· Participation in assessments according to above mentioned four scenarios, from the strategic operational view and to support security management.· Support the team in understanding of the contextual situation· Building networks of key community members and government authorities – supporting to understand influence and importance· Support the PC Support in identifying red flags, supporting with data entry· Work in collaboration with GIS in improving MSF maps on Somali and bordering regions and countries· Keep SRERU contact list up to date. Based on the different zones· The project strategy of SRERU requires flexibility, mobility and adaptability its staff members.· Assessment and intervention locations could be in remote locations with basic living conditions – flexibility to travel to all zones and to spend long periods in the field is required.· Follow context of the Somali region under the supervision of the PC Support.· Replace the PC Support during absence
Education
· Desirable, university degree.
Experience
· Desirable two years previous experience in similar jobs in the field of humanitarian aid with MSF or other NGOs
