Job Description

John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

JSI is implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable health care system through the use of data for decision making, as well as to provide similar services to other countries in Africa or to respond to a crisis in Ethiopia (as needed). The primary objectives of the Activity are to 1) support information technology systems and data repositories at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.

The Data Insight Specialist will be responsible for leading the overall implementation of analytics and provide insight that data reveals to the project staff, liaise between technical teams and program teams in producing and sharing analytical reports and responsible to explain data analytics, triangulation results, process and insights of results for program decision making.

Responsibilities:

●  Liaison between technical teams and program teams in data analytics platforms.

●  Work closely with the rest of the team in designing and developing data sources for various DHA tasks.

●  Work with project leads in the development and implementation of Data analytics and visualization systems. 

● Produce analytics reports based on DHA coding efforts and explain the insight they reveal to program leads and support decision making.

●  Conduct data triangulation and deep dives of data quality checks.

● Conduct mapping of datasets and data elements from available sub systems, perform alignment and robust real-time analysis.

●  Create and maintain an up-to-date catalog of DHA dashboards.

●  Tracks and shares the performance of data use through analytical dashboards.

● Ensure the project has well defined dashboards that include key monitoring indicators.

●   Supports MoH, RHBs, Woredas, hospitals staff and partners in accessing dashboards, provide insights of the dashboards content and build capacity of all DHA partners.

●  Work closely with leads of the project in the data transformation process.

●   Any additional responsibilities, as assigned by the immediate supervisor. 

Job Requirements

Qualifications:

Applicants for this position should possess the following qualifications:

●   Master's degree in relevant discipline (IT, information systems, business, etc), Statistics, Monitoring and Evaluation, or related field is required.

●  At least five years of experience working on data analytics, visualization of health-related projects.

●  Experience in leading architecture and design decisions while working on software development projects is required.

●  Proficiency in project management tools (JIRA, Trello)is desirable.

●   Exceptional ability to analyze multiple sources of data to identify data trends.

●   Expertise with mobile technologies, GIS and use of data visualization tools including Tableau or Power BI to support clear and efficient project communication to stakeholders is required.

●   Experience in data warehousing is a plus.

●   Knowledge and experience in use of STATA, R and /or SPSS statistical packages for data analysis is strongly desired.

●  Knowledge and experience of Visualization packages (Tableau, PowerBI, R, etc).

●  Knowledge of/experience with the main existing electronic health information systems in use in Ethiopia (DHIS2, eCHIS, and EMR) is a plus.

●  Knowledge of/experience with the Ethiopian Health Extension Program (HSTP, IRR and HMIS) is a plus.

●   Excellent interpersonal skills; ability to work successfully with teams/units across the project and organization.

●   Excellent oral and written communication and presentation skills in Amharic and English required.

●  Ability to travel up to 25% time throughout Ethiopia.
