Background

Under the overall administrative supervision of the Head of Sub-offices in Jigjiga and Direct supervision of the National program Officer-Durable Solutions, the successful candidates will be responsible and accountable for planning, implementation, and monitoring of key activities of the livelihoods project. The candidate will execute his/her duties in close coordination and collaboration with different stakeholders, partners, service providers and local authorities. The incumbent should identify the needs and opportunities of crop, horticulture, livestock promotion and environment-friendly specific on-farm livelihood strategies, and possible agronomic skill development needs to improve the living conditions of IDPs, relocated individuals, returnees, and host communities. The incumbents are expected to frequently travel to the project implementation sites in Somali and Oromia regions.

The successful candidate will be part of a dynamic team in an ever changing and diverse environment. S/he needs to be solution orientated, hands-on and a good motivator and communicator with people.

Responsibilities and Accountabilities:

  • In coordination with the Head of Sub-Office and other project staffs, he/she is required to coordinate the overall implementation of the initiative as per the annual work plan; the incumbent will ensure an inclusive, participatory, and transparent project implementation process; as well as ensure the delivery of resources and results according to planned targets on time for the IDPs, relocated communities, returnees, and host beneficiaries

  • Provide technical assistance to livelihood, food security, crop and vegetable promotion and livestock support activities to returnees and host communities in the project site.

  • Mainstream into livelihoods activities, the use of relevant innovative approaches and models to help vulnerable returnees and host communities come out of poverty and help them to get into continued degrees of self-reliance

  • Support the process of conducting a market and need assessment for the livelihoods interventions and propose appropriate on-farm alternatives.

  • Collect data, compile periodic project progress update, identify implementation challenges, and provide recommendation

  • Identify, prioritize, select, and validate project beneficiaries from the IDPs, relocated communities, returnees, and host beneficiaries to be included under the on-farm livelihoods support activities

  • Provide necessary on-farm activities, like provision of capacity building, technical training, and extension services for target community and facilitate agronomic support for disaster resilient livelihood strategies and viable options

  • Liaise with project partners, government officials and other required program stakeholders and relevant counterparts for effective implementations. 

  • Prepare timely and regular progress and circumstantial reports and submit to the Head of Sub-Office and technical supervisor

  • Document and share good practices and experiences, and provide inputs on project information and documentation (including successful stories, photos, articles, etc); maintain up to date records of information of all project beneficiaries for follow ups and reporting

  • Participate in field level inter-agency coordination meetings as required and directed by the supervisor.

  • Preparation of purchase Requisition Forms for project implementation materials and coordination with relevant parties for authorizations.

  • Perform other related duties as may be required.

Job Requirements

Educational Qualification 

•     University Degree in Rural Development Studies, Livelihoods, Agricultural Extension, Horticulture, Plant Science, and related fields.

Experience

·         Minimum 3 years of relevant experience in recovery, development, and humanitarian assistance sector- preferably in the field of Agriculture, Food Security, Recovery, Community Resilience, Disaster Risk Management interface with focus on livelihoods.

·         Experience and technical expertise in on-farm and small-scale agriculture projects implementation.

·         Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis.

·         Experience of working in similar contexts / in the proposed regions and zones would be an added advantage.

Skills:

·         Proven ability to transfer knowledge and skills in small scale agriculture project

·         Proven ability to build synergies with government counterparts, relevant humanitarian partners and coordination mechanisms

·         Ability to work under minimal supervision with strong coordination skills strategies, encroaches and guidelines

Languages

·         Fluency in English and Somali is required.

·         Working knowledge other local languages is an advantage.
