Job Description
The Ethiopian Agricultural Transformation Institute (ATI) is a strategy and delivery-oriented government Institute created to help accelerate the growth and transformation of the country’s agriculture sector. The ATI envisions to be the leading center of innovative solutions for the transformation of Ethiopian Agriculture by 2030.
The Institute focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture (MoA), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate the development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.
Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, SNNP, Sidama, South-West, and Tigray regional offices, allowing us to work closely with a wide range of public, private and development sector partners across the country.

POSITION SUMMARY:
AFD is a central actor in France’s development policy and supports States, companies, local authorities and NGOs. It builds synergies with them to catalyse, feed into and disseminate innovative solutions that benefit people. Through its network of 85 agencies, AFD operates in 108 countries, where it is currently financing, monitoring and supporting over 2,500 development projects.
Under the direct supervision of the Procurement Director, the Senior Procurement Officer is responsible to execute and facilitate procurement of goods, services and works required for ATI’s program and operational needs with a focus on AFD procurements in accordance with the policies and procedures of ATI, Government Public Procurement, AFD Procurement requirements and guidelines.
ESSENTIAL DUTIES:
Support the Procurement Director to ensure effective service delivery.
The position is a full time on AFD projects (AgriHub and Farm Project).
Review Specification for goods/Terms of Reference for service before commencing the procurement process for their compliance requirements of AFD.
Examine and re-evaluate AFD contract agreements and report to a concerned Director when there are any deviations.
Assist in the preparation of consolidated AFD procurement requests and detailed procurement plan
Assist the Procurement team in performing risk management regarding supply contracts and agreements
Assist in managing the procurement team including setting targets and monitoring performance
Provide support to procurement officers and assistants in preparation of AFD bidding documents, bid evaluation proceeding and contract documents preparation
Assist in presentation of procurement evaluation reports to Procurement Endorsing Committee
Regularly update procurement status on the ERP to make sure Service Level Agreements are met
Review and submit periodic AFD procurement status reports on timely basis
Assist in the identification of new work areas including the sourcing of new suppliers, methods
Update vender list periodically to meet the requirements of the ATI and AFD
Follow up the implementation of AFD procurement contracts and other additional contracts as per the request from the immediate supervisor.
Perform any other duties assigned to him/her as deemed necessary by his/her immediate supervisor.
AFD procurements Supervision, including day-to-day progress monitoring, reviewing deliverables, assessing progress, and contributing to supervision documentation.
Prepare and facilitate training on procurement based on AFD guidelines and international development financing institutions.
Minimum Bachelor’s/Master’s Degree in Economics, Management, Procurement and Supply Management, Logistics and Supply Chain Management or other relevant fields
At least 6 years (with Bachelor’s) or 4 years (with Master’s) of related experience (recent experience as Senior Procurement Officer a plus)
Knowledge and experience of government procurement procedures and practices. A previous experience of AFD procurement guidelines (or world bank procurement guidelines) would be an asset.
Experience working in donor financed project(s) is a plus.
Good knowledge of supplies management software is a plus
Experience in collecting and analyzing data
Ability to establish and maintain effective working relationship
Ability to work in a multi-cultural environment
