Dan Church Aid (DCA) is a Denmark-based international NGO registered under certificate # 1083 by the Authority for Civil Society Organizations and working to improve the wellbeing of particularly the rural and pre-urban people in Ethiopia. DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, and Gambella regions.
DCA Ethiopia Office is looking for a competent Senior Procurement Officer.

Position Objective
The Senior Procurement Officer support DCA Ethiopia Country Office in carrying out the procurement functions in the DCA Country office. The main responsibility is to handle procurements in an effective, accountable, and transparent manner. Besides, the Senior Procurement Officer is responsible to ensure the compliance of procurements as per the DCA Procurement Manual and back-donor requirements.
Regardless of the content of this job description the employee is expected to participate in any task necessary for the organization delegated by the manager at all times.
Purpose
Take the initiative to have long-term agreements for different procurement of supply and services for the Country Office.
Take the initiative to ensure procurements handled in an accountable, transparent manner and satisfy donor requirement.
Take the lead initiative to ensure E- documentation of procurement and settlement of payments in a timely manner.
Ensure professional implementation of DCA’s procurement activities according to the DCA Procurement Manual and donor requirement
Engagement
Advises requestors about product description, specification, prices, lead times, availability and promoting standardization.
Establish relationships with suppliers and negotiating quotes; maintaining continuous communication with suppliers including order confirmation, following‐up on deliveries with the suppliers as they arise.
Administer contract performance, including delivery, receipt, warranty, damages, and insurance.
Engage in Preparation of Weekly purchase status and purchase reports and forward to the immediate supervisor on weekly basis.
Heavily engaged in the E-documentation of procurements and uploading of procurement documentation in the PPD.
Ensure that notices of award, tender acceptance, rejection, and debriefing are prepared in accordance with the DCA Procurement requirements.
Engage in the DCA field procurement support and partner assessment.
Delivery
Implement and handle all type of tender procedures, obtain quotations, place orders/contracts by suppliers as per DCA Procurement Manual.
Produce procurement tracking reports for all procurements biweekly depending on the urgency of the project can be prepared earlier than every two weeks.
Ensure that the format, content, and issuance of procurement documents to bidders are in accordance with the DCA Procurement Policy.
Apply due diligence in the choice of new vendors and consult with Senior ProLog Manager when necessary to assess possible risks.
Conduct Partner Monitoring Visit and involve in the partner assessment.
Implementing DCA Contractors Code of Conduct and Ethical principles across the DCA procurements.
Required number: One
Type of Contract: Two year contract with possibility of Extension
Reporting to: Senior ProLog Manager
Expected Start Date: As soon as possible
Minimum BA graduate in Procurement and Supply Management or Logistics Management, Supply Chain Management, or related field from a recognised University.
Have a minimum of five years experience. Prefereabily solid experience in procurement management.
Practrical experience of procurement in implementation, set-up and emergency set up is an added value.
Must have practical experience of procurement in implementation of donor based project preferably projects funded by ECHO,EU,USAID and UNOCHA.
Be proficient in basic computer skills including MS Word, Excel & Power point.
Having practical experience on ERP is plus.
Good written, oral and interpersonal communication skill in English.
Should be self motivated, good in teamwork and able to work under minimum supervision and pressure.
Possession of valid driving licence will be an added advantage.
