Job Description

Ethiopian Human Rights Commission (EHRC) is looking for qualified candidates to fill the following positions. 

Purpose of the Job

To support the development and implementation of Early Warning (EW) and Rapid Response (RR) Strategies for EHRC, and support OCC and MONID in their work related to EW and RR as outlined in EHRC’s 2021 – 2025 Strategic Plan and annual plans.

Main Duties and Responsibilities:

  • Support EHRC in the development and adoption of an EW and RR Strategies; 

  • Support preparation for EW field missions, take part in missions and prepare mission outputs such as reports and other documents;

  • Support the development of the necessary tools and database to enhance implementation of the EW and RR Strategy; 

  • Provide technical support and take part in RR field missions when required;

  • Support capacity building of relevant EHRC departments and offices on the EW and RR Strategy and related tools, and database;

  • Support the development of an annual calendar of key events for forecasting purposes, and develop a corresponding contingency plan as necessary;

  • Facilitate the use of open-source tools and resources (including procurement of necessary software and engagement of expert) by departments for EHRC’s EW and RR work;

  • Develop workflow documents for EW and RR to enhance information collection, analysis, documenting, reporting, and contingency planning;

  • Support efforts to enhance coordination between MONID at Head Office and other EHRC Offices for regular reporting and improved contingency planning;

  • Support MONID in forecasting potential human rights emergencies and developing an appropriate context analysis; 

  • Support in guiding the EW work of departments particularly in relation to emerging human rights issues;     

  • Support in monitoring and studying the underlying causes and triggers of recurring or grave human rights incidents;

  • Support studies which identify the root causes of major conflicts in the country in collaboration with relevant departments;

  • Support the establishment and strengthening of networks for EW and RR work; and

  • Facilitate advocacy and capacity building for partners, including community stakeholders, academia, and other actors to enhance implementation of the EW and RR works of EHRC.

Generic Duties of the Position:

  • With guidance from the Director of OCC and Senior Director of MONID, support OCC and MONID in the development and implementation of EW and RR strategies.

  • Carry out other activities related to EW and RR as may be assigned by the Director of OCC Senior Director of MONID. 

Reports to: For Early Warning: Director, OCC 

For Rapid Response: Senior Director, MONID

Salary Range: Gross monthly salary of ETB 26,417.00- ETB 31,463.00 plus ETB 7,200.00 Housing allowance and ETB 2,200.00 Transport allowance, depending on candidates qualification, experience and earning history

Job Requirements

Qualifications and Experience:

  • MA in Human Rights Law, LLM in Human Rights, LLM in International Law, LLM in Law (Public Law relevant to Human Rights). Candidates with Bachelor of Laws (LL.B) but with exceptional experience can be considered, 

  • 5 years of relevant experience for an LLM,

  • Experience in field work related to human rights monitoring,

  • Computer literate,

  • Knowledge of Amharic and English is required, Knowledge of other local languages is advantageous
