JOB SUMMARY

This position is a technical position in IMC Ethiopia country office and the position holder will work under the direction and support of the health program manager. The position holder is responsible to lead, manage and coordinate the planning, implementation, and evaluation processes of health programs such as SRH, emergency health, and other health interventions of IMC country programs. S/He will represent IMC in different coordination meetings when relevant.

MAIN TASKS AND RESPONSABILITIES

  1. Support for program development

·         Regularly assess new developments and needs in project sites during field visits including new gaps and potential areas of intervention.

·         Assist the CO health program coordinator to identify potential areas for new projects and to prepare concept notes and projects.

  1. Program Implementation, Logistics, and budget management

·         Ensure that the health program interventions are properly implemented.

·         Ensure IMC SRH care standards and protocols are met. National health policies and strategies are respected and other relevant project management issues including donor requirements issues including donor requirement are properly addressed.

·         Provide technical leadership and guidance during the planning, implementation, monitoring, and evaluation of health programs to the field team.

·         As a lead technical person mentor, coach, and lead the technical competencies and capacity of field health staff.

·         Help in staff recruitment, training, performance monitoring, and HR management and ensure the standards and protocols are adhered to and implemented.

·         Review the program budget and ensure that there is a regular alignment of budget versus expenditures.

·         Ensure smooth phase-out in each project area during the project phaseout period.

  1. Reporting and M/E

·         Collect updates of regular reports on health programs from project sites and review them and provide feedback.

·         Prepare high-level regular reports and updates.

·         Support the project staff in preparing reports and data flow mechanisms and ensure proper monitoring and evaluation of the projects against their objectives and expected results.

  1. Representation

·         Represent the organization during health technical meetings at the national level as required.

  1. Capacity building and coordination

·         Capacitate field project staff to enable them to provide high-level performance during planning, implementation, and reporting.

·         Ensure national guidelines and documents are used when facilitating the training.

  1. Additional tasks

·         Collaborate with other actors working in the target community.

·         Be flexible and be able to give assistance with different activities not included in this primary job description.

·         Implement other related activities as per the direction of the immediate supervisor.

Job Requirements

MINIMUM REQUIREMENTS

·         MPH or Master in other health-related degrees

·         8 years of health program management experience. i.e. both technical and managerial preferably in a humanitarian and/or development context out of this 4 years of NGO experience.

·         Emergency and development health program experiences such as SRH and emergency health.

·         Training on RH and other basic health programs.

·         Proven training facilitation experience and skills including on-the-job and formal training.

·         Excellent budget, logistic, and human resource management skills.

·         Excellent communication skills both written and verbal.

·         Computer literate and knows basic micro soft applications and other research software.

·         Extremely flexible with the ability to cope with stressful situations and challenging conditions with limited resources.

Travel Required:     25 % of Time
