Position Summary

  • The Compliance and Risk Manager will be responsible in ensuring overall compliance of First Consult and development partner policies and procedures according to ethical and regulatory standards. First Consult runs many programmes and as such the incumbent will be responsible for managing teams, overseeing compliance of all programmes as well as having a cross-cutting role across various programmes.

Duties & Responsibilities:

  • Manage all FC programmes in areas of compliance and risk.

  • Responsible for compliance adherence of various external partners of the company per the contract and agreement.

  • Oversee Financial, environmental, health and social risks related to partnering with private partners.

  • Supervise the compliance risk team.

  • Oversee and supervise the due diligence process and present finding in a report to leadership team.

  • Identify risks relating to environment, social, corporate governance, internal control and communicate with the leadership both formally and informally.

  • Conduct periodic internal reviews and audits.

  • Lead the contract negotiation process and act as the contact person for the company.

  • Lead the contract preparation process by consulting with the legal team (when needed).

  • Oversee the procurement process from implementation of partners to selection of service providers.

  • Lead the review and approval process of documentation of internal memos and letters.

  • Organize and oversee the investment committee meetings.

  • Facilitate, review and approve the concept note, intervention guides and other intervention documents.

  • Lead the cash forecast and budget utilization reporting process on an ongoing basis.

  • Update portfolio management documents and make analysis on a regular basis to present to teams.

  • Oversee payments for contract milestones.

  • Lead the vetting process and ensure accuracy of the documentation.

  • Oversee the review process from a compliance angle for each project managed by FC.

  • Ensure funds management records are documented efficiently, updated regularly.

  • Lead partner monitoring from compliance angle in collaboration with the technical teams for risk identification.

  • Develop risk management strategies.

  • Work in collaboration with cross-cutting teams to develop and implement tools for assessing environmental and social risks.

  • Develop compliance and risk manuals to be updated periodically or as need arises.

  • Flag any risks to the management team for further follow up.

  • Follow up on compliance issues that require further investigation liaising with company Legal Advisor.

  • Provide companywide training on a continuous basis on compliance, risk management

  • Ensure all hard and soft copy files are properly documented and easily accessible in the company server.

  • Perform any other duties as may be required by your immediate supervisor.

REQUIRED SKILLS, QUALIFICATIONS AND EXPERIENCE

  • Bachelor Degree(BA) in Business, Finance, Project Management, Development Studies, or relevant Social Sciences from a recognized University/College required. Master Degree (MA) preferred.

  • Relevant experience with a minimum of 6 years with a BA Degree or minimum of 4 years with MA in Project Management in a Donor funded project.

  • Good interpersonal skills and ability to work well with teams within and across departments.

  • Strong command of English and Amharic languages.

  • Proven skills in policy, procedures and work flow manual development.

  • Familiarity with major donor rules and regulations.

  • Excellent analytical and problem-solving skill with ability to identify issues with contractual implications, ensure consistent donor reporting and support teams in providing appropriate analyses of activities.

  • High adaptability with ability to work with a large range of stakeholders including institutional donors and partners to understand of various contexts.

  • High attention to detail in reviewing and adding to reports, proposals and other documents.

  • Advanced interpersonal skills and good pedagogy to support staff in ensuring compliance with donor requirements.

  • Good proficiency in Microsoft Office with significant experience using Word, Excel, PowerPoint, etc.

Reporting

  • The Compliance and Risk and Manager directly reports to the Operations Director with a dotted line to Team Leads of each Project.
