About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

I.  Summary of position

Under the supervision of the Protection Manager or similar, the Information Management Officer will enter case management field data collected by the GBV and Child Protection team (case workers), and perform  the day-to-day management of the inter-agency child protection information management system (CPIMS) and Gender Based Violence Information Management System (GBVIMS) according to the standard protocol.

Duties and Responsibilities:

  •  Enter accurately and in a timely manner all case management forms into the databases (GBV and CP cases)

  • Ensure efficient data capture processes and generate fortnightly reports on caseload and monitoring statistics for the Protection Managers or other partners when required.

  • Review caseload and monitoring statistics and setting targets for case follow-ups and closure and identifying gaps as appropriate.

  • Ensure the database is backed-up regularly.

  • Maintain an appropriate filling system of received, open and closed cases as received from field sites and from other partners.

  • Implement the Data Protection Policy and appropriate standards for confidentiality of the information on the children

  • Participate in any other activities as may be assigned to you by the supervisor from time to time

  • Participate in all relevant GBV-related data initiatives and provide direct technical support to GBV colleagues in the field in collecting, analysing, sharing, disseminating and using CP & GBV-related data;

  • Function as the technical backstop and develop the methodology related to CP & GBV IM;

  • Ensure accurate data entry of new information into the beneficiary database and regularly update, maintain existing database system records;

  • Strengthen and maintain networks with other Protection partners in Tigray by attending GBV/CP cluster and coordination meetings to help analyze GBV trends, findings and best practices;

  • Ensure all GBV/CP data (survivors’ data, NFI distribution data, persons reached in various activities) is AGD (Age, Gender and Diversity) disaggregated, entered into the GBVIMS/beneficiary data base and safely stored;

  • Assist the protection teams in creating awareness on GBV/CP in the operation Woredas by participating and documenting campaigns, referrals and focus group discussions;

  • Support in conducting assessments and community visits as needed, facilitate focus groups and other qualitative data collection exercises; assist the MEAL team in conducting data analysis and providing inputs, information and statistics for monthly, quarterly, annual and other reports for GBV/CP programs; participate in the baseline, mid-term and end of term evaluations of program activities in accordance with Action Against Hunger frameworks;

  • Conduct community visits, focus group discussions with beneficiaries and non-beneficiaries to receive feedback on project activities;

  • Maintain the complaints and feedback received and ensure a timely and appropriate follow-up or referral if needed;

  • Assist in compiling and submitting regular program reports to the Protection and Gender Program  Manager and MEAL team;

  • Assist in preparing relevant reports as needed; assist to maintaining a clear and transparent filing system;

  • Ensure Action Against Hunger’s accountability commitments are mainstreamed into all protection activities;

  • Any other tasks required by his/her supervisors in the limit of his/her expertise.

Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

Job Requirements

Qualifications & Experience

  •  B.A/B.SC in Information Management Systems, Statistics or related field

  • Experience with data base and information management systems

  • Experience of implementing Child Protection Information Management System (CPIMS)

  • Minimum of two years’ experience working in child protection or GBV programs.

  • Experience of working with Non-Governmental organizations/humanitarian organisations

  • Good communication skills and ability to conduct training

  • Understanding of gender, protection and human rights

  • Ability to represent the organization

  • Fluent in Tigrigna

  • Excellent verbal and written proficiency in English
