Background:

John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States, dedicated to improving the health of individuals and communities throughout the world. JSI has been implementing public health work in Ethiopia for over 25 years.

JSI is implementing the five-year Digital Health Activity in Ethiopia, which is funded by the United States Agency for International Development (USAID). The purpose of this Activity is to support the Government of Ethiopia (GOE) to improve the quality of health services and create a sustainable healthcare system through the use of data for decision-making. The primary objectives of the Activity are to 1) support information technology systems and data repositories at all levels; 2) build a culture of data use; and 3) improve capacity and governance of MOH health information systems management.

The Program Supply Chain Advisor will work in close collaboration with FMOH program directorates( Disease prevention and control, RMNCH-N, Primary health care, and health extension program), Pharmaceutical and Medical Equipment Directorate (PMED) and Ethiopian Pharmaceutical Supply Service (EPSS) to support their data and digital health needs. He/she is expected to analyze data generated by various digital tools and disseminate the evidence within the MOH and EPSS. The position holder is responsible for liaising DHA’s work with MOH and representing DHA in the various coordination platforms and technical working groups. He/she is responsible for ensuring the smooth running of activities and compliance with JSI policies and regulations.

Responsibilities:

 Specific responsibilities of the Health Program Supply Chain Advisor will include, but is not limited to the following:

●        Support adoption, utilization, and use of digital and analytic SCM tools in the Ministry and EPSS

●       Engage in the existing national Technical Working Groups (TWGs) for program and SCM management and ensure discussions are based on data   

●       Support implementation and maturity of PMED Pharmaceutical and medical equipment dashboard

●       Support pipeline monitoring and timely decision for program pharmaceutical considering the entire cycle

●       Represent and promote DHA’s support in various SCM platforms

●       Facilitate review, advocacy and experience sharing meetings. 

●        Support coordinated effort between FMOH PMED and EPSS quantification, supply planning, and pipeline monitoring of program pharmaceuticals, the monitoring of stock and timely resupply requests of program commodities between hubs and central EPSA.

●       Work with the data use and program teams of DHA to produce and disseminate data insights and policy briefs in relation to SCM.

●        Responsible for implementing JSI's Accountability Framework and Code of Conduct, and adhering to JSI's policies on fraud management.

●        Perform other duties as assigned.

Job Requirements

Qualifications:

Applicants for this position should possess the following qualifications:

●        Degree in medical science, Public Health, Pharmacy and other related fields. 

●        Minimum of 5 years of relevant work experiences at national and sub national levels

●   Knowledge of the Ethiopian Health Sector Transformation Plan (HSTP) and activities relevant to the duties listed above.

●   Experience in providing technical support to implementing USAID/USG programs or interventions will be an advantage.

●  Strong experience in the digitization of health-related information systems.

●   Strong interpersonal skills and ability to work well in team across partners, USAID, consultants, other donors and international organizations.

●        Written and spoken fluency in English.

●        Ability to travel up to 50% in the country to support technical activities.
