    DUTY STATION: Addis Ababa

    MINIMUM HOURS OF WORK:  40 hours per week

DUTIES AND RESPONSIBILITIES

JOB SUMMARY

 The Human Resources Manager develops and manages the Human Resources functions within Project HOPE Ethiopia to optimally achieve attraction, retention and development of staff/human capital. S/he is directly responsible for the overall administration, coordination and evaluation of the human resource function, and develops and administers various human resources plans and procedures for all staff. This entails the development, implementation and maintenance of effective people management processes, as well as the administration of staff matters concerning remuneration, benefits and records, human capital management and support services based on the actualization of potential and motivation to succeed in career.

 SPECIFIC RESPONSIBILITIES

  • Develops policy, directs and coordinates human resources activities, such as employment, compensation, labor relations, benefits, training, and employee services.

  • Analyzes salary reports and data to determine competitive compensation plan.

  • Writes directives advising department managers of organizational policy regarding equal employment opportunities, compensation, and employee benefits.

  • Consults legal counsel to ensure that policies comply with the Ethiopian labor law and per PH’s HQ directions.

  • Develops and maintains a human resources system that meets Project HOPE’s HQ HR management information needs.

  • Oversees the analysis, maintenance, and communication of records required by the Ethiopian labor law guidance from Project HOPE HQ.

  • Oversees and monitors the administration of electronic time sheet/ Software.

  • Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.

  • Studies legislation, arbitration decisions, and collective bargaining contracts to assess organizational trends.

  • Writes and delivers presentations to HQ, government officials and donors regarding human resources policies and practices of Project HOPE.

  • Oversees hiring process: coordinating job posts, recruits, interviews, tests, and selects employees to fill vacant positions, reviews resumes, perform reference checks new-employee orientation, employee relations counselling through applying standard selection mechanisms e.g. based on competency profiles that are well-suited to check for required competencies.

  • Plans and conducts new employee orientation to foster positive attitude toward organizational goals.

  • Keeps records of benefit plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government and internal reporting.

  • Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.

  • Develops and provides systematic approaches to training needs analysis and subsequent Individual

  • Advises management in appropriate resolution of employee relations issues.

  • Responds to inquiries regarding policies, procedures, and programs.

  • Administers performance review program to ensure effectiveness, compliance and equity within organization.

  • Administers benefits programs such as life, health, and dental insurance, pension plans, vacation, sick leave, leave of absence, and employee assistance.

  • Institutes and updates a remuneration system suited to Project HOPE Ethiopia’s specific needs that will optimize staff performance and meet the latest optimal remuneration practices in Ethiopia.

  • Coordinates and leads staff Safety Committee meetings.

  • Prepares annual or life of Project budget of human resources operations for existing or new programs.

  • Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.

  • Prepares reports and recommends procedures to reduce absenteeism and turnover.

  • Represents organization at personnel-related hearings and investigations.

  • Contracts with outside suppliers to provide employee services, such as temporary employees, consultants, firms, or relocation services.

  • Institutes and maintains a central filing system and administrative capacity that comply with general administrative and HQ’s Internal Audit requirements.

  • Establishes and maintains department records and reports. Participates in administrative staff meetings and Senior Management / Leadership Meetings.

  • Maintains company organization charts and employee directory.

  • Performs other incidental and related duties as required and assigned by the Senior Leadership Team or the Country Representative.  

REPRESENTATION AND COMMUNICATION

  • Responsible for cultivating a good working relationship with Unions should the need arise.

  • Is responsible for negotiation with the Unions, if possible, on all related issues.

  • Attends labor court issues and provides representation.

Job Requirements

QUALIFICATION AND EXPERIENCE

  • MBA in human resources management, human sciences, industrial psychology or other related fields is required having a master’s degree is desirable.

  • Minimum of 10 years’ experience of human resource management, of which 5 years should have been Head of a human resources function or in more senior / independent HR role at professional/ managerial level.

  • Good working knowledge of donor programs such as USAID, GFATM and PEPFAR is desirable.

  • Core competencies required might include ethical conduct, strategic thinking, leadership, decision-making and financial management.

  • The incumbent should have a good mix of abilities between task orientation and interpersonal/ relationship sensitivity. Should be sympathetic to the needs of others while retaining focus on goal attainment.

  • Excellent English communication skills, both verbal and written.
