DCA’s Programme mainly focus on save live, building resilience and fighting inequality targeting highly disaster-prone areas in Oromia, Amhara, Afar, and Gambella regions

DCA Ethiopia Office is looking for a competent Monitoring, Evaluation, Accountability and Learning ( MEAL) Manager based in Addis Ababa.

Overall Job purpose:

The purpose of this job is to ensure the quality of planning, monitoring, evaluation accountability, learning, and reporting practices in DCA Ethiopia for credible, reliable and timely projects/ programme information collection and analysis, planning and implementation.

Main responsibilities:

Engagement

• Take technical leadership role in developing quality programme/project proposals by providing technical support in need assessment, programme/ project design and develop the required ToR for surveys and evaluations

• Actively take part in Proposal development and play quality control role ensuring that the proposal is reflective of the need of the target groups and comply with the requirement of the donors

• Work toward digitization of DCA Ethiopia Monitoring and evaluation and data management system.

• Build M&E capacity of all DCA programme and partner staff through training and on the job support.

• Work with relevant coordinators to ensure the M&E officers have clear performance objective and reviewed timely.

• Establish network with other agencies to link DCA with external learning

• Promote DCA’s organization’s positive image through promotion using DCA social networks

• Lead in design and implementation of evaluations (external and internal) in line with accountability commitments and programme plans.

Delivery

• Support the Programme staff to put in place realistic M&E plan that should be implemented during the project period.

• Ensure the M&E requirement of the donors is addressed in the planning and implementation of projects.

• Ensure DCA Programme team and partners have the required capacity in place to implement MEAL system effectively..

Job Requirements

Required qualification:

• Third level qualification in a relevant discipline (Development studies, Economics, Rural Development, Agriculture, Monitoring and Evaluation)

• At least 5 years experience in Monitoring and Evaluation Field at the leadership level

• Strong planning, Monitoring and learning skills

• Strong skills and ability to advice on MEAL aspects in proposal development and program implementation

• Experience in designing and  conducting assessments, post distribution monitoring (PDM),surveys and evaluations based on set quality methods, international humanitarian quality standadrds and donors compliance mechanisms.

• Strong skills in monitoring program performance (both activities and finances) and able to advise, support and adjust to reach set goals, objectives and strategic aims.

• Good knowledge of project cycle management.

• Knowledge and experience in a range of participatory and gender sensitive approaches and their application of MEAL processes.

• Strong skills and knowledge in data analysis, processes and interpretation linking to technical adjustments to improve program performance and quality.

• Excellent proposal and report writing skills, with close attention to  detail, indicator design and development of MEAL as aspects of proposal.

• Excellent communication, networking and persuasion skills, very good mentoring and capacity building experience.

• Competence in operation computer software program and data analysis, research skills, writing and communication skills.

• Good practice skill in development theory of changes, logical framework and result frameworks.
